HOW A DATA INSIGHTS LEAD WILL MAKE AN IMPACT

Lead Data Insights Team to discover, extract, transform and load (ETL) into a database and report out data for an IT/Intelligence program use and customer data requirements (i.e. cloud services, devops services, sprint blocks, etc.). Determine the best data sources of all data required, and automate collection and output in reports and/or visualizations. Lead projects and the team by setting project goals, tasks and timelines, review progress and ensuring task delegation.

Lead a small team of data engineers, programmers, data analysts, database developers and visualization specialists to provide high quality data, to discover and solve data problems and to present data to customers in a form that allows informed decisions. Skillfully lead the team to find and deal with inaccurate data points or missing data, and work with data providers to correct their input feeds. With your team, use a variety of tools to profile and obtain data, develop reports and dashboards, and provide high quality outputs for leadership. Develop and document rules and methodologies for data collection and analysis.

SPECIFIC DUTIES AND RESPONSIBILITIES:
  • Lead the Data Insights Team
  • Identify data sources and automate collection processes
  • Analyze large, complex data sets to identify trends and patterns
  • Analyze business operations requirements for data, evaluate existing data quality and recommend improvement opportunities
  • Analyze output products to assure highest data quality and conformance to requirements
  • Create and implement methods of monitoring project progress and completion
  • Manage resources and ensure timely delivery of project tasks
  • Coordinate review, approval, and submission of required monthly Contract Data Requirements List (CDRL) report
  • Interface with data stewards across the program to ensure data submitted has been reviewed and reported accurately by each data source
  • Provide data to the program business office and government PMO to enable appropriate chargeback for IT services provided within the agency - stakeholder management
  • Participate in continuous improvement efforts to increase available data quality and speed of delivery
  • Participate on an Agile development team, using Scrum techniques, as a contributing development team member
  • Collaborate with peers and provide professional assessments of project tasks

    WHAT YOU'LL NEED TO SUCCEED

    REQUIRED SKILLS
  • Bachelor's degree in computer programming, science, information technology or a related technical discipline
  • 8-10 years of related experience, including supervisory experience and/or service integration services with at least 4 years' experience on a program that provides infrastructure services including compute, storage database, transport, enterprise management and/or desktop services
  • Experience in stakeholder engagement
  • Excellent data evaluation skills and use of tools like MS Excel or Tableau
  • Ability to manage priorities across multiple projects and actively multi-task
  • Working knowledge of database structure and Extract, Transform, Load (ETL) techniques
  • Strong problem solving and troubleshooting skills
  • Strong communication and interpersonal skills
  • Excellent time management skills

    Desired Skills:
  • Prior experience working with or within the Intelligence Community or military intelligence
  • Experience as a Data Scientist, Data Engineer, Data Analyst or Quality Analyst
  • Experience or understanding with database technologies such as Postgres, SQL Server, Oracle or MySQL
  • Experience with or understanding of various programming/scripting languages, such as Python, Java, SQL and/or Powershell
