Job Description

Fiscal and Financial Management

a. Responsible for the overall fiscal and financial management and development of the organization

b. Responsible for the overall management of cash flow and treasury-management

c. Oversee the preparation of financial analyses, financial statements, tax and regulatory reporting and budgets by anticipating requirements, needs, expected revenues and expenses in order to achieve organizational objectives and full and complete compliance with regulations, laws and reporting requirements

d. Oversee and ensure that all revenue is collected in a timely manner according to contract terms; ensure maintenance of payer contact files and contracts are approved in accordance with organizational governance procedures

e Establish and maintain a system of controls by designing and enforcing checks and balances to minimize the risk of financial loss and ensure organizational integrity

f. Oversee negotiations of third party contracts by selecting those with terms most favorable to the organization and monitoring contract terms in order to maximize reimbursement and allow independent medical decisions

Human Resource Management

a. Ensure compliance with federal and state regulations for reporting and compliance by implementing and monitoring fiscal personnel policies and procedures to protect employees and the organization

b. Assist within our compensation and benefits program by understanding and assimilating fiscal market data periodically in order to attract and retain qualified personnel consistent with the values of the organization

Planning and Marketing

a. Provide fiscal data as required in order for the organization to formulate an effective strategic plan by analyzing the environment and gaining stakeholder consensus on the organization’s direction in order to maximize the organization’s success

b. Examine the possibilities for growth by identifying opportunities for partnerships and strategic alliances to enhance market position and organizational effectiveness

Information Management

Coordinate with senior management to understand and oversee ongoing information needs for the organization, coordinate appropriately with users IS resources to improve business performance

Risk Management

a. Exercise due diligence throughout contract development, negotiations and compliance by reviewing, analyzing and consulting appropriate resources in order to diminish risk

b. Manage governance and operations by remaining within the definition of the organization’s established legal structure in order to maintain compliance

Governance and Organizational Dynamics

Coordinate with senior management to construct and maintain a system of governance which actualizes the organization’s strategic vision, mission and values in collaboration with the physician leadership in order to achieve organizational goals and to ensure highly satisfied stakeholders

Operations

Address requirements for accreditation and audits by establishing a system to monitor entities (staff and facilities) in need of licensure, credentialing and re-certification to ensure regulatory compliance and continuity of service related to contracting, credentialing and fiscal interests of the organization

Requirements

Minimum Qualifications

• Bachelors Degree in health or business administration; Masters Degree or CPA preferred

• Minimum 7 years management experience in healthcare finance and operations, ambulatory setting

• Excellent interpersonal and technical skills including:

  • Ability to build trust and teamwork between operational elements of traditional medical billing, new and emerging value-based, reimbursement and quality measures, cost accounting and contracting
  • Critical thinking abilities in value-based reimbursements, cost of medical care, payer contracts and knowledge of the organization’s policies, procedures, systems and objectives
  • Ability to manage critical and complex processes related to revenue-cycle and cash flow
  • Ability to build trust and teamwork with physicians and management

• Must be able to pass a financial credit check and be personally financially responsible
