Company description Multifamily Property Management Job description The Field Compliance Specialist (FCS) will be assigned to periodic short-term projects to assist with meeting or maintaining property program compliance. The FCS will be a support to site staff and at times cover for vacant positions during transitions. The FCS will be responsible for assisting with certifications, audit preparation or corrections as assigned by the Regional Compliance Manager or Compliance Director (if applicable) and provide support to the site staff and Portfolio Managers. Minimum Pay Rate (hourly) - $30.00 Maximum Pay Rate (hourly) - $30.00 DUTIES AND RESPONSIBILITIES 1. Assist with the property program compliance requirements including timely annual certification process and agency reports and responses, as assigned. 2. Responsible for conducting applicant/resident certification interviews, gathering all eligibility documents including verifications and completing and submitting the files to the third-party auditor with a high level of accuracy for quick approval. 3. Timely processing of certification files. 4. Maintain positive, professional and effective communication with onsite staff, Portfolio Managers and Compliance team members. 5. Keep immediate supervisor informed of work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems. 6. Timely update of assigned internal tracking systems. 7. Provide timely response to Portfolio Manager, Compliance Specialist and Compliance Director. 8. Assist during the initial qualifying process of NEW construction lease-up properties, Re-syndications and/or acquisition/rehab of existing properties, as assigned. 9. Provide guidance to onsite staff during assignment at the direction of the Regional Compliance Manager or Compliance Director. 10. Overnight and air travel may be required. 11. Must be flexible to adjust priorities and assigned properties. 12. Other Consistently and fairly enforce community rules and regulations, FPI Standard Operating Procedures. Conduct displayed must be of a professional manner when communicating with employees, residents, prospective residents, clients, vendors, and guests while representing FPI Management. Responsible for meeting all training requirements for the position (Grace Hill, Safety Meetings, etc.). Perform any and all functions as directed by the supervisor, including special project assistance. Job requirements Minimum Requirements: Minimum 2 years' experience in an affordable program compliance role, with some supervisory experience with a diverse and dispersed team. Must have a minimum of 2 years' experience with affordable housing programs and layering, and regulatory compliance in one or more programs such as: LIHTC, HUD programs (Project Based Section 8, Section 236, PRAC, 811 PRA), USDA-Rural Development (515), HCD, HOME Funds and Bonds. Must also have experience with rent, income and utility allowance adjustments and updates. High School diploma or equivalency certificate required. College degree in a relatable field preferred, or equivalent combination of education and work experience in the field of property management. Affordable Housing/Tax Credit certification, preferred (C3P, HCCP, HCP-E, COS, TCS, CPO, FHC, NAHP, NAHPe, SCHM, etc.). Valid Driver's License, a good driving record, current motor vehicle insurance which meets State requirements, and an operable vehicle that meets FPI's Driving Standards and Personal Vehicle Use policy. Must be proficient in speaking, reading, and writing in English. Strong computer skills (MS Office, Google Apps, property management-related software, email, internet).
