USAC's target compensation range for a new hire into this position is $85,000 - $111,500 USD per year. Actual salary may vary depending on job-related factors based on knowledge, skills, and experience, as evaluated throughout the interview process. In addition, this position may be eligible for an annual performance bonus. As USAC continues to support universal service impacting health care providers, educators, and consumers, it is critical now more than ever that we hire people equally passionate and committed to helping fulfill our mission. We are currently seeking an experienced, dynamic and collaborative professional to serve as a Senior GIS Analyst with our Data Strategy team. Reporting to the Senior Manager of GIS you will:

  • Lead for projects and perform complex geospatial analytics, provides input and expertise to non-technical personnel, and creates reports and documentation for assigned projects
  • Coordinate with the GIS SME to provide technical input, and perform spatial analysis of program data within key projects.
  • Extract, manipulate and utilize GIS data files and repositories to support integration into assessment briefings and reports.
  • Recognize and propose opportunities to improve the efficiency, integrity, and stakeholder experience of Universal Service program participants within the programs.
  • Lead and aid the preparation of internal (senior leadership) and external (FCC) maps, tables, reports and metrics on data project portfolio.
  • Aid in the documentation of current and future geospatial processes, policies, and standards
  • Design and develop complex spatial analysis and visualizations using GIS software such as QGIS and BI tools such as Tableau to present program insights, analysis and issues.
  • Research GIS concepts, protocols, best practices, and industry standards, and be able to breakdown those ideas for both technical and non-technical audiences in both written and oral formats
  • Develop GIS-based tools, applications, databases, or similar solutions in support of program projects.
  • Serve as a change agent and advocate for the corporate GIS strategy and direction to support the implementation of USAC's strategic vision.
  • Other specific duties as assigned.

About You

  • Bachelor's degree and/or relevant technical training and certifications.
  • Five (5) to Seven (7) years of professionally related experience
  • One (1) to Two (2) years of operational and/or technical experience
  • GIS experience specifically in data collection protocol, spatial analysis, topology, and developing data products such as maps, reports, models, and tools that provide actionable insights and strategic guidance to managers and people in leadership positions.
  • Ability to work independently, but also collaborate and work across other departments and teams as needed.
  • Experience working with large datasets and multiple data sources, often with conflicting definitions
  • Knowledge of open source GIS tools such as QGIS or equivalent.
  • Experience with ArcPro.
  • At least three years working experience with SQL and Python. Experience with JavaScript, APIs, HTML/CSS, or application development a plus.
  • Experience presenting complex analysis, geographic concepts, and results in plain English for a non-technical audience.
  • Knowledge of geocoding processes.
  • Excellent written and verbal communication skills.
  • Strong geospatial analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Proficiency with Microsoft Office Suite.
  • Experience with quality assurance and quality control in a GIS environment.
  • Telecom experience a plus.
