Position Summary Description

This position is responsible for the safe and efficient operation of Midulla Generating Station in accordance with approved plant operating procedure. The Operations Specialist II may be assigned duties in the Control Room or outside as well as I&C maintenance functions. Operations Specialist II will maintain Plant Technician II, Control Room Operator, and Instrumentation qualifications.

Qualifications and Education Requirements

A high school diploma or equivalent is required. Completion of a formal, accredited, or certified maintenance craft training program, or related military experience is desirable. Additional college level coursework in math and science desirable. Completion of Operations Specialist I qualification standards is required.

  1. Prior Combined Cycle experience is required.
  2. Prior Control Room Operations experience in a Combined Cycle Plant is required.
  3. Prior Instrument and Controls experience is highly desirable.

Ability to qualify and maintain competency in the following skill areas is required:

  1. Operations (inside and outside of control room)

Essential Functions

  • Ensures the safe, effective, and efficient operations of the plant and reports directly to the shift Supervisor of O & M.
  • Maintains open communication with System Operations regarding issues affecting plant availability.
  • Directs Plant Technicians in local operation and verification of plant equipment status.
  • Ensures compliance with environmental, health & safety guidelines, operating permits, and regulations.
  • Operates Plant equipment in compliance with approved Operating Procedures.
  • Effectively performs Unit start-ups, shutdowns, and load changes with little supervision.
  • Effectively utilizes approved casualty procedures, including the Emergency Response Plan, and returns the plant to a safe condition in an expeditious, safe, and reliable manner.
  • Acknowledges plant alarms and takes appropriate corrective actions, always keeping protection of the company assets foremost in responding to the alarms and events.
  • Maintains an accurate, detailed journal of plant activities, abnormal conditions, dispatch orders, start-ups, shutdowns, plant trips, and personnel activities on site.
  • Effectively monitors plant operations through log-taking, visual, and hands-on plant monitoring.
  • Monitors and ensures plant operation in accordance with all air permits and air pollution and environmental control standards.
  • Troubleshoots abnormal plant conditions prior to the condition becoming critical.
  • Conducts a thorough turnover when passing on or receiving duties from another Operations Specialist.
  • Reviews cycle chemistry and takes appropriate actions to maintain normal conditions.
  • Reviews cycle emissions and takes appropriate actions to maintain permitted values.
  • Offloads bulk deliveries of plant chemicals and demineralizer trailers.
  • Assists the Supervisor of O & M in the implementation of the Lock-out Tag-out program.
  • Reads, interprets, and comprehends logic diagrams, P&IDs, electrical one lines, and OEM operating manuals.
  • Properly uses and operates all necessary I&C measuring and test equipment.
  • Properly uses and operates all necessary hand and power tools.
  • Performs calibrations and preventive maintenance of instrumentation and controls as assigned.
  • Performs instrumentation and controls trouble shooting and repairs and as required. This includes the locating and repairing of defects in control systems involving electrical, mechanical, pneumatic, and hydraulic units which control level, pressure, temperature, position, and flow parameters.
  • Troubleshoots and corrects problems with the T3000, CEMS, and other plant control systems or PLCs.
  • Performs the necessary software, firmware, and hardware repairs in order to maintain plant systems utilizing programmable logic controllers, personal computers, and data loggers.
  • Traces logic diagrams, corrects errors, compiles reports, and forces points as assigned.
  • Effectively utilizes control and wiring diagrams in order to properly troubleshoot control issues.
  • Identifies and tags plant deficiencies and initiates work orders in accordance with plant procedures when appropriate.
  • Writes operation and maintenance procedures and submits for approval as needed or assigned.
  • Maintains and repairs Plant CEMS equipment and software.
  • Continuously improves performance by being a supportive team member to meet or exceed goals.
  • Completes required initial and recertification training as outlined in the appropriate qualification standard.
  • Serves as a member of the Emergency Response Team.
  • Performs other duties as applicable to the position or as assigned.
  • Troubleshoots, plans, and performs basic maintenance on all plant equipment.
  • Assists in the training and qualification of new Plant Technicians or Operations Specialists.
  • Troubleshoots, plans, and performs Instrumentation and Controls maintenance when assigned.
  • Monitors assigned contract personnel activities during maintenance or projects.

Working Conditions

While working in certain areas of the plant there is the potential for exposure to hazards typical of an industrial working environment. Must be able to follow established protective measures including wearing required personal protective equipment (PPE). Will work in all areas of the plant site, both indoors and outdoors. Will work a rotating shift. Will be expected to access all areas of the plant for inspection, operation, and maintenance. Entry into confined spaces is required. Working conditions may include accessing equipment at heights of 150 feet via stairs and/or ladders, areas of high voltage, high pressure and high temperature fluids, compressed air, high pressure hydraulic and rotating equipment. Hardhat, work shoes, NFPA 70E compliant clothing, and safety glasses must be worn in the plant. Other personal protective equipment required as indicated by hazard analysis.
