JOB SUMMARY:


Airgas On-Site Safety Inc. is currently seeking a Safety Coordinator. The Safety Coordinator will enforce safety standards and provide guidance on facility procedures, practices and policies. Provide assistance for permitting of confined spaces, hot work, excavation and radiation. Perform safety audits and review documentation for Job Safety Analysis. Perform other safety tasks as directed by the client facility.


DUTIES AND RESPONSIBILITIES:

  • Ensure proper procedural documentation is completed as applicable in a variety of operational environments
  • Supervise facility turnarounds and oversee general safety requirements as applicable.
  • SKILLS & ABILITIES:
  • Ability to diagnose basic problems, troubleshoot equipment and take corrective action within established guidelines. Audit Contractor adherence to client Injury/Illness (I2P2) prevention programs.
  • Complete knowledge and familiarity with the refinery Safe Work Practices (SWPs), Work Permit procedures as well the Turnaround Safety Management Plan. This knowledge shall be demonstrated prior to start of Turnaround.
  • During Turnaround, have the ability to accurately answer questions and provide direction surrounding elements of the Turnaround Safety Management Plan and the SWPs.
  • Understand, operate, calibrate and maintain various types of air monitoring equipment (i.e. Industrial Scientific, BW Tech, Ultra Rae, and Sensidyne). Must also have the ability to interpret and document air monitoring results.
  • Complete on-site orientation and training requirements prior to Turnaround. On-site specialty requirements include the following: Site Specific Training: HF Alkylation Training for affected personnel, Refinery Work Permit and Process Unit Pre-work with Turnaround Coordinators (TAC).
  • Pre-Turnaround Duties:

  • Interface with Turnaround Coordinators (TACs), TA Area Leaders, Contractor Supervisors and other key turnaround personnel to ensure familiarity and work efficiency during turnaround
  • Actively review turnaround scope within assigned areas of responsibility to understand work locations and nature of work activities. Understand upcoming PPE and/or ventilation requirements and communicate any concerns to appropriate supervision/management.
  • Understand, TA safety plans, blind locations, LOTO and other energy isolation points within areas of responsibility.
  • Understand and have hands-on experience completing gas testing and issue of work permits.
  • Understand and have hands-on experience in completing safety audits and Job Safety Analysis reviews.
  • Turnaround Duties:
  • In a timely fashion, review and approve and sign work authorization permits that require gas testing.
  • Prior to signing permit, conduct field check as required to gain full understanding of work activities.
  • Ensure safety measures are considered and adequate for all work permit activities. Actively monitor field work and conduct safety observations on a continuous basis while in the field. Correct all deficiencies.
  • Review and/or audit all permits to verify they are properly completed in accordance with Safe Work Practices.
  • Complete required special testing related to confined spaces or other work areas (i.e. benzene).
  • Audit permitted work and correct deficiencies.
  • Communicate audit findings each shift to client Safety Department.
  • Participate in incident investigations as directed by Applicable Safety Department.
  • Assist Clients and other maintenance workers with Job Safety Analysis (JSAs)
  • Enforce and reinforce adherence to client Safe Work Practices (SWPs) and Turnaround Safety Management plan.
  • Assist Clients in selecting or assigning PPE requirements for work activities.
  • Assist Clients in selecting and implementing proper confined space ventilation methods.
  • Attend daily safety personnel meetings as required by Client.
  • Conduct shift turnover meeting with relief and pass on appropriate written notes.
  • EDUCATION AND/OR EXPERIENCE:

    Minimum:
    • High school diploma or GED.
    • Two years experience with applicable atmospheric monitoring devices
    • Three years safety experience in refinery environment.
    • Health qualification requirements for respiratory fit testing.
    • Complete Airgas University courses.
    Preferred: Graduate of an industrial safety degree program. Five years experience in Petro-Chemical facility.

    Skills and Abilities:
    • Must be able to work on a team
    • Must demonstrate good customer service skills
    Must be willing and able to travel; this includes overnight travel for up to 60 days at a time.

    CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:
    • CDL Class C Drivers License with Hazardous Materials Endorsement
    • Must possess good driving record
    PHYSICAL DEMANDS:

    While performing the duties of this job, the employee is regularly required to stand; walk; and stoop, kneel, or crouch. Uses hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to sit. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.

    WORK ENVIRONMENT:

    Work environment is subject to changes, however includes both refinery and shop environments, exposure to wet, humid, outside weather conditions and vibration; exposure to high pressure, chemicals, heavy machinery operations traffic. The noise level may be moderate to severe. Operations may be performed in extremely elevated work platforms, to include tightly fitted, enclosed and odorous atmospheres.
