JOB SUMMARY:

Performs professional transit management, administrative, and coordination work to provide public transportation in the Town of Pagosa Springs and Archuleta County. Prepares and presents technical transit information to the Public Works Director, County Administrator, Archuleta County Board of County Commissioners, Town of Pagosa Springs, Federal Transit Administration (FTA), Colorado Department of Transportation and the general public.

Exercises direct supervision over transportation staff, operations, and activities.

ESSENTIAL FUNCTIONS:

The duties described herein are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.

Plans, directs, and supervises staff, operations, and activities of the Transportation Department.

Applies for and manages program grants including the Federal Transit Administration and Colorado Department of Transportation (CDOT) grants that provide funding for operations and capital purchases for transit services.

Monitors the performance of the various transportation programs including monitoring contracts, evaluating programs and activities, and conducting budget/cost projections.

Prepares, recommends, and monitors the budget. Reviews and approves expenditures.

Develops and implements upon approval plans, policies, and procedures for maintaining a viable public transit service for the Archuleta County urbanized areas and Town of Pagosa Springs.

Coordinates transit activities and functions. Identifies community needs through working with public interest groups and private/public employers and makes recommendations through the Public Works Director and the County Administrator to the Board of County Commissioners for policy development, fare and pass structures, and related matters to improve the efficiency of operations.

Implements policies and procedures to ensure compliance with the adopted drug and alcohol requirements of the Federal Transit Administration, and Archuleta County's personnel policies and procedures.

Exercises direct supervision of employees, operations, and activities within the Transportation Department. Operational activities include coordinating staff training, assigning and reviewing work, evaluating performance, and recommending disciplinary action as needed. Staff management will also include managing the interview and selection process.

Conducts vehicle and job orientations and training for staff.

Schedules and coordinates daily tasks and transportation schedules.

Creates and maintains vehicle maintenance and service records.

Maintains statistical records of transit ridership, vehicles, pass programs, and capital inventories. Maintains records of administrative and operational spending.

Participates in public hearings when requested before the County's elected and appointed boards. Updates project reviews after public hearings.

Responds to and resolves complaints regarding services, staff, and/or other matters related to the Transportation Department.

Coordinates programs, services, and activities with other County managers including, Sheriff's Office of Emergency Management and Fleet.

OTHER DUTIES

Performs other duties as assigned and required.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying.

Education: Equivalent to a bachelor's degree from an accredited college or university with major coursework in public or business administration, transportation planning, or a related field.

Experience: Five years of experience in a directly related field or in the performance of similar duties and responsibilities including two years of supervisory and/or management experience.

Licenses and Certifications: Possession of and ability to maintain a Colorado Driver's License.

Possession of, or ability to obtain advanced First Aid and CPR certifications. Possession of or ability to obtain a Passenger Service and Safety Certification (P.A.S.S.).

Obtain certification for Supervisor Drug and Alcohol Training for "Reasonable Suspicion" testing.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

Scope and application of local, state, and federal laws and regulations pertaining to driving and transporting passengers.

Principles, practices, and objectives as related to grant writing, administration, and reporting in a public transit program.

Supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.

Routine software and business applications, including but not limited to, word processing, spreadsheets, presentation software, and databases.


Ability To:


Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.

Communicate clearly and concisely, both verbally and in writing.

Supervise and mentor professional and support staff in a productive and positive manner.

Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations.

Prepare and present clear and concise reports.

Research, compile, and analyze data, identify alternative solutions, and present recommendations.

Exercise effective organizational skills and work in a diversified environment.

Interpret policies, procedures, and protocols.

Complete and pass drug and alcohol testing including pre-employment, random testing throughout the term of employment, and post-accident testing as required by FTA or County policy.

Pass a criminal and motor vehicle background check.


PHYSICAL DEMANDS:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Work is primarily conducted indoors with occasional time spent in an outside environment. May occasionally be required to transport passengers and operate a vehicle in all types of weather conditions. Incumbent experiences and occasional exposure to all types of weather conditions, fumes, dust, solvents, grease and oils.

May occasionally travel to other County office locations or work sites.

Requires the ability to sit and perform administrative and computer work for significant periods of time. Ability to read and understand written documents, maps, and materials as required for the performance of the job.

Requires manual dexterity to operate computers and standard office equipment. Requires occasional use of fingers and hands and manual dexterity to operate vehicles, wheelchair lifts and restraints, and frequent operation of two-way radios. Auditory requirements sufficient to hear signals and two-way radios. Correctable near/far vision to distinguish traffic and road signs and signals.

Requires sufficient hearing and speech ability to communicate verbally in response to inquiries, complaints, and to speak to individuals or groups in an informational or instructional situation.

Incumbent is frequently required to work after normal work hours to attend governmental meetings.

Primary functions require sufficient physical ability and mobility to work in an office and setting; to stand or sit for prolonged periods of time, to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight.

Ability to travel to other locations using private and commercial transportation.

Ability to read and understand deeds, legal documents, maps, blueprints, and materials as required for the performance of the job.

Requires manual dexterity to operate computers, standard office equipment, plotters, scanners, cameras, data collection tools and equipment, and 4wd vehicles. While performing the essential functions of this job the employee is occasionally required to lift and/or move up to 50 pounds. Working time may require irregular hours and/or on-call status.

The work environment characteristics described herein are representative of those an employee may encounter while performing the essential functions of the job.

Work is typically performed in a variety of environments both indoors and outside. Routine exposures and hazards of a typical office and field work environment. The incumbents working conditions are typically moderately quiet, but may be loud at times.
