Salary: FS-02 Equivalent ($121,803- $178,873). Veteran's Preference: Veteran's preference is not applicable to this position. **The applicant’s resume serves as the basis for qualification determinations and must highlight work experience and professional certifications related to this opportunity.** Personal Services Contractor (PSC) Doha Processing Coordinator Statement of Work (SOW) FS-02 Equivalent Introduction and General Purpose of the Contract This position is established to perform a specific project supporting executive departments and agencies as the PSC Processing Coordinator at the Office of the Coordinator for Afghan Relocation Efforts (CARE Doha) formerly Operation Allies Refuge (OAR) in Doha, Qatar. The incumbent of the position will be under the Embassy Doha Chief of Mission (COM) authority. This Personal Services Contractor (PSC) position is in Doha, Qatar. The incumbent is also responsible for the planning, development, implementation, monitoring, and evaluation of the flight and processing activities. Under the direction of the FO-6080-01 CARE Doha Deputy Director for Processing (67022001) and FE-6080-OC CARE Doha Director (67022000), the incumbent supervises, oversees, and advises the flight and manifest processing team of over five Third Party Contractors at the GS-13 equivalency. Principal Duties and Responsibilities As the PSC Processing Coordinator the incumbent performs duties and responsibilities that include but are not necessarily limited to the following: Oversees manifesting, flights, arrivals, departures, and in-processing operations of CARE Doha at Camp As Sayliyah, Doha, Qatar: CARE Doha formerly Operation Allies Refuge (OAR) Operations Support (MEC) and the Linguistics Contract (Purdy Group/Clovehitch). Weekly Status Updates: Prepares weekly status updates on all assigned program management and contract oversight activities, ensuring that communications are clear and concise, in proper format, fully coordinated, timely, and complete. Invoices: Reviews, validates, and approves/disapproves contractor invoices. Maintains security awareness and properly handles classified and controlled items and information. Provides advice and assistance in projecting short- and long-range requirements and in developing budget estimates and spending plans they relate to the manifesting, flights, arrivals, departures, and in-processing operations of CARE Doha. Advises and collaborates in maintaining records and compiling statistical reports on comprehensive activities related to the manifesting, flights, arrivals, departures, and in-processing operations of CARE Doha. The various functions require the incumbent to have a strong working knowledge of each operational activity understanding rules and regulations. Independently analyzes statistical data and reports to identify and determine causes of operational problems and to devise viable solutions. Independently identifies potential problem areas and recommends specific actions to bring about required changes and improvements in a timely manner. Ensures that manifesting, flights, arrivals, departures, and in-processing are made in accordance with existing rules and regulations for material and service contracting and all documentation is properly stored. Develops recommendations to improve the effectiveness and efficiency of the manifesting, flights, arrivals, departures, and in-processing operations of CARE Doha. Briefs leadership and other Embassy officials at all levels on the status of the manifesting, flights, arrivals, departures, and in-processing operations of CARE Doha. Interacts and maintains sustained contact with the Qatari Ministry of Interior on the coordination of Qatari visas and the coordination of Afghan manifesting for all flights. Interacts and maintains sustained contact with the Qatari Ministry of Foreign Affairs on the coordination of Qatari visas and the coordination of Afghan manifesting for all flights. Administers rigorous oversight and management of the flight and manifest process for all flight operations at CARE Doha. Administers rigorous oversight and management of the arrival, departure, and in-processing (407 Building operations) operations for all CARE Doha guests. Assesses the effectiveness of the processing and operations teams in fulfilling all processing requirements. Assesses the effectiveness of the processing and operations teams in fulfilling all arrivals, departures, in-processing, and FALCON ingest requirements. Evaluates and documents performance of the processing and FALCON Team during all performance in relation manifesting, flights, arrivals, departures, and in-processing. Identifies and acts proactively to resolve any problems that may interfere with manifesting, flights, arrivals, departures, and in-processing progress or with the completion of assigned projects. Identifies, investigates, and takes corrective actions on a wide range of manifesting, flights, arrivals, departures, and in-processing issues. Makes recommendations to the Deputy Director for Processing and CARE Doha Deputy Director and CARE Doha Director on appropriate corrective action for manifesting, flights, arrivals, departures, and in-processing issues. Incumbent works independently and is responsible for identifying all required tasks. This is used for USDH only. Identifies, liaises and coordinates as necessary with contracting and consulting firms, the Department, other USG agencies, and non-governmental organizations involved in assigned projects in order to define final technical and financial terms of contracts, determine the contracting methods and types most appropriate for particular projects, prepare all required documentation to support the Department’s positions, and analyze all contract-related documents prior to making final recommendations to senior State Department and other USG officials on contract awards. Oversees the development and implementation of a series of contractor and post reports that ensure a regular flow of management information among all concerned parties, including contractors, program offices, and senior management in a timely manner to meet project goals. CARE Doha (formerly Operations Lead, Operation Allies Refuge - OAR), Doha, Qatar The incumbent is the PSC Processing Coordinator and is the operations and flight support lead and coordinator for the Office of the Coordinator for Afghan Relocation Efforts (CARE Doha) operations at Camp As Sayliyah (CAS) in Doha, Qatar. Factor Level Descriptions FACTOR 1: PROGRAM SCOPE AND EFFECT The purpose of the work is to provide expert advice, guidance, leadership, and coordination in support of programs in Afghanistan and related contracts in Qatar. The work also involves evaluating and reporting on the short- and long-term results of these programs on the overall USG mission in Qatar. Successful performance of assigned responsibilities is of critical importance the accomplishment of USG foreign policy and national security objectives in Afghanistan. The incumbent successfully appropriately coordinating action among and between the teams they oversee means correctly manifested passengers being on flights, Afghan and Qatari government officials being cooperative in the future, and ill patients obtaining the care they need. Failing to do these things means the opposite. Intermediate level knowledge of manifesting, flights, arrivals, departures, and in-processing issues and Federal and Department of State Acquisition Regulations and other Agencies’ Acquisition Regulations, procedures, and practices to ensure manifesting, flights, arrivals, departures, and in-processing compliance with applicable regulations and policies in executing and administering operations. Factor 2: ORGANIZATIONAL SETTING The incumbent reports to the CARE Deputy Director for Processing, and FO-01 position. The FO-01 position reports directly to the CARE Director, an FO-OC position. This position will report to the CARE Director any time the Deputy Director for Processing is on leave. Factor 3: SUPERVISORY AND MANAGERIAL AUTHORITY EXERCISED The incumbent coordinates assignments with the supervisor and senior level officials in the Department and at post (including at other agencies), as well as senior officials in participating USG agencies and foreign governments individually or jointly involved in supporting the mission. The incumbent operates with a high degree of autonomy in planning, organizing, and coordinating efforts to assist in the development and implementation of policies and strategies to promote capacity development in the logistics and operations management areas. The incumbent’s actions, decisions, and recommendations are reviewed based on results achieved, conformance with appropriate laws and regulations, and contributions made toward furthering the overall mission. The incumbent’s professional judgment is relied upon by senior leadership. Taking the limits of supervising contracted employees into account, this position exercises complete discretion over the members of the team. Working closely with the USDH supervisor, this includes planning work to be accomplished by subordinates, and preparing schedules for completion of work; assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluating work performance of subordinates; giving advice, counsel, or instruction to employees on both work and administrative matters; hearing and resolving complaints from employees; identifying developmental and training needs of employees, providing or arranging for needed development and training; finding ways to improve production or increase the quality of the work directed; developing performance standards. FACTOR 4 - PERSONAL CONTACTS Contacts include Embassy and Bureau employees at all levels including senior program and policy officials up to the rank of FE-CM; counterparts in other USG agencies in Washington and at posts; contractors representing major private companies. Contacts are to provide advice and assistance; plan and coordinate projects; promote cooperation among USG agencies; prepare and present reports; share information across program and organizational lines; and resolve problems. Contacts take place in meetings and conferences and in ad hoc situations where the incumbent must always exercise a high level of diplomacy and tact in representing USG interests. FACTOR 5 - DIFFICULTY OF TYPICAL WORK DIRECTED This position spends the majority of its time directing the work of others. The work directed includes providing substantive expertise in the implementation, and coordination of a myriad of multi-faceted projects that support the CARE mission in Qatar. The fluid nature of the logistics operational environment in Qatar requires the incumbent to make complex recommendations that may involve large amounts of money and having significant strategic and/or geopolitical ramifications, and ramifications for subordinate staff. the reliance placed by senior USG leadership on the advice and guidance provided by the incumbent; the need to coordinate and work closely with a large number of government and non-government organizations supporting programs in the region; the need to individually, or in concert with a variety of other stakeholders, resolve critical problems and achieve difficult goals that impact on other USG foreign policy programs. FACTOR 6 - OTHER CONDITIONS The work is usually performed in a basic office setting located at CAS. The CAS work environment, however, is arduous, dirty, and potentially dangerous. It may require unusual physical exertion under unfavorable conditions including extremely hot, dusty conditions and air pollution, and uneven and rocky terrain. Incumbent must be able to respond to duck-and-cover alarms. The makes motivating subordinates more difficult than in a typical office setting. The incumbent will be required to work long hours that do not always fit a regular work schedule and include regular evening and weekend work. Given the high level of interest in our operations and this position’s responsibilities, the incumbent is subject to unusual stress. Reviewing subordinate’s work in detail is difficult and time consuming, which means the incumbent is not able to review all information. Any incorrect information could have serious consequences for traveling guests, including being forced to remain in Afghanistan longer than planned. State Department leaders at the FS-CM level and leadership at the National Security Council are often intensely interested in individual travel cases. This position is most directly responsible for ensuring that interest does not become criticism of the CARE program. Required basic qualifications The incumbent must possess U.S. citizenship. The incumbent must have or be able to obtain and maintain a secret security clearance. The incumbent must be able to obtain a medical clearance to work in Qatar. The incumbent must have or be able to obtain a valid U.S. passport. Must have experience working with DoD. The incumbent must have a minimum of seven years’ experience in an overseas environment, with strong emphasis on experience in managing and/or providing oversight of large multi-purpose support Services contracts in contingency operating environment. Experience in lesser developed countries with challenging and difficult conditions.
