Senior Human Capital Management Cloud Technology Advisor

Personnel Qualifications:

  • A minimum of 12 years of successfully managing enterprise-wide automated system implementations that includes direct experience with implementing at least three (3) major ERP/HRIS systems.
  • Direct experience with implementing at least one (1) major line of business SaaS solution.
  • Experience with implementing systems in a FedRAMP or FISMA and SOX - compliant environment.
  • Possess a demonstrated high-level understanding of Human Resources and Payroll business processes and experience with business process-reengineering.
  • Advanced degree in management, technology, or a related field or equivalent experience.
  • Demonstrated strong project execution and project management capabilities.

Capabilities:

  • Provide executive-level advice, support, and recommendations for the Board’s HCM migration to the cloud. Work with the Executive Sponsor and other senior Division/Board leadership with a focus on enterprise level concerns, challenges, and risks and a long-term view of program impacts on the organization.
  • In collaboration with Executive Steering Committee and division leadership, define the vision for success of the project, strategic objectives, and ensure alignment with Board and Division strategy and priorities.
  • Review inputs, including (but not limited to) recommendations from planning support contractor personnel and fit-gap analysis, to assess proposed implementation strategy. Identify risks, critical issues, and best course of action to proceed with recommendations.
  • Propose an organizational governance model for decision making, both during and after the implementation that takes into account the Board’s decentralized organization. Focus on the interrelationships between different entities (Technology Services, HR, DFM, IT, COO, and division stakeholders).
  • Design a risk management approach to advise senior leadership on potential project risks. Periodically assess project risk throughout the planning, procurement, and implementation phases and make recommendations to mitigate.
  • Taking into account current organizational structure, program requirements, financial constraints, and recommendations from project team and other contractor personnel, advise senior leadership on optimal resourcing prior to, during, and after the implementation. This will include: Review and advise on current resourcing and team structure. Assess recommendations and timelines for each phase of the system implementation developed by project team and other work stream contractor personnel. (The staffing recommendations and timelines must incorporate each project that is part of the overall HCM system implementation).
  • Ensure organizational structure recommendations integrate cohesively into the overall Management division and Board strategic direction and are in alignment with other high-priority work across the division.
  • Identify and help plan for long-term financial considerations due to cloud migration and business transformation.
  • Review and advise on post implementation de-commissioning scheme for existing applications, as well as migration and maintenance of historic data.
  • Advise senior leadership on an optimal stakeholder engagement strategy for an organization with a decentralized governance structure.
  • Design and establish a business advisory council consisting of key stakeholders.
  • Anticipate areas of organizational resistance and make recommendations to mitigate.
  • Define strategies for ongoing effective vendor management during and post-implementation.
  • Ad-hoc leadership consultative support services. The Board requires the contractor to support some unexpected and ad-hoc tasks associated with planning and executing the system implementation. These services may include but are not limited to advisory consulting services for Board leaders, facilitating strategic meetings or working sessions, and reviewing and opining on FR system documentation.
