Job Description

Support the end-to-end preparation and development of financial & analysis, periodic financial reporting for internal & external process stakeholders, finance & regulatory compliance reporting requirements supporting operational business partners in finance & rate/regulatory matters. Support the completion of exhibits, work papers, interrogatories, and writing testimony to sponsor in support of regulatory and financial strategic plan. Prepare regulatory reports, financial information, and operational data necessary for filing complete and timely rate applications and reports to state regulatory commissions.

Generally, serve as first level resource for various department or functional issues which may be related to customer service, billing, tariff administration, financial reporting & compliance, regulatory reporting & compliance, etc. Answer routine financial, rate & regulatory inquiries and assist in recognizing and troubleshooting larger financial or regulatory challenges.

Regulatory Functions:

  • Manage regulatory tariff management & update efforts related to regulatory filings ensuring:
  • Timely and accurate maintenance of all rates, rules and regulations related tariff pages.
  • Communication of updated tariffs to the appropriate functional areas and verify correct rates are input into the customer billing system.
  • Prepare analysis that supports operational business partners in the filing of base rate cases and alternative regulatory mechanisms (TDSIC, GCA, trackers, etc.). Ensure the financial support is complete, accurate and timely, meeting all filing deadlines.
  • Support the end-to-end preparation and development of the proforma adjustments that are utilized to support regulatory case filings and alternative regulatory mechanisms.
  • Assist in the end-to-end preparation and implementation of acquisition proceedings, including rate calculations, rate impact analysis, escalation of potential issues as necessary.

Financial Functions:

  • Serve as first level resource for analyzing various department or functional operational trends which may entail detailed financial analysis including:
  • Preparation and delivery of annual budgets and expense forecasts.
  • Preparation and delivery of cash flow forecasts.
  • Capital project cost reporting and analysis.
  • Capital budget expenditure analysis.

Knowledge/Skills

  • Knowledge of economic principles relating to utility rates and cost analysis.
  • Knowledge of fundamental accounting concepts and US GAAP accounting practices.
  • Knowledge and understanding of basic analytical concepts for financial analysis.
  • Knowledge and understanding of the methodologies and practices of data collection, research methodologies and of statistical and cost analysis.
  • Prior experience with execution and analysis using company business technologies and computer simulation programs to analyze data in support of financial decision making.
  • Microsoft Office Suite (MS Word, PowerPoint, and Excel) with advanced expertise in Microsoft Excel.
  • Successful candidate must have the ability to review data and make appropriate decisions regarding public utility operations including projection of expenses and revenues.
  • Knowledge and experience in the regulatory/rate case process with direct involvement providing support and/or detailed schedules/analysis in the context of regulatory/rate cases.

Experience/Education

  • Seven to ten years of pertinent financial experience. utility industry a plus.
  • Bachelor's degree (Required) in Economics, Finance, Accounting, Business or a closely related field or an equivalent combination of education and experience.
