FUNDAMENTAL OBJECTIVES

Maintenance of the accounting functions for the Agency by utilizing generally accepted accounting principles, CDE Funding Terms & Conditions, APP Green Book and CDE Title V Regulations.

DUTIES AND RESPONSIBILITIES

  1. Assist in the development and maintenance of the Agency accounting system to assure program compliance with CDD.
  2. Assist in the development of operational instructions and program documentation.
  3. Develop and maintain a test system for projection data.
  4. Establish and/or modify accounts codes as well as the coding of disbursements and expenditures.
  5. Complete an annual review of the accounting manual.
  6. Maintain accounting records by preparing trial balances for monthly and annual financial reports.
  7. Develop the Agency wage and salary structure under the direction of Agency Administration to ensure administrative spending is within contract limits.
  8. Complete an annual review of the accounting manual.
  9. Balance ledgers monthly and prepare and disseminate the following reports monthly to Agency Administration which shall include the following:
    1. Disclosure of bank statements for ALL Agency Accounts
      (beginning and ending cash balances for the month)
    2. Monthly balance(s) of the Staff (general) account.
    3. Monthly budget reports to compare actual expenditures
      against projections.
    4. Indirect Administrative spending for the month (payables,
      payroll, & payroll liabilities)
    5. ALL funds received in comparison to funds spent year-to-date
      (rebates, refunds, apportionments, etc.)
    6. Vending machine reports (funds received and spent)
  10. Keeps Agency Administration abreast of upcoming changes regarding the yearly audit, payroll taxes and codes, workers compensation, etc.
  11. Call in employee payroll information, prepared by the Human Resource Specialist and disseminate employees biweekly payroll checks on payday.
  12. Maintain Agency inventory in accord with the California Department of Education, CDD audit requirements. Provide monthly inventory reports to Agency Administration.
  13. Work in conjunction with State and Local Auditors to assist in the preparation of the Agencys Annual Audit, thus ensuring timely submittal of audit.
  14. Will perform any additional duties as deemed necessary by Administrative Staff.

MINIMUM QUALIFICATIONS

Bachelors degree in finance, accounting, or related discipline.

Minimum five years of experience working in an accounting related position/capacity.

Minimum two years of experience working with state subsidized programs.
Demonstrates initiative and excellent written and oral communication skills.

SALARY RANGE

Based on educational background and experience in State/Federal
Programs.
