Job Title:

Chief Executive Officer

 

Job Summary:

Under the direction of the Board, the Chief Executive Officer is responsible for the overall development, wellbeing, and administration of the health center.

 

Position Requirements:

  • MBA or higher degree from an accredited US Institution of Higher Education.
  • 5+ years of FQHC administration experience.
  • 5+ years provable experience demonstrating knowledge of personnel administration procedures and best practices as well as principles, techniques, terminology, and processes of sound management.
  • 5+ years of experience overseeing government and other funding/reimbursement source regulations and requirements for FQHC’s.
  • 5+ years of experience working with HRSA and TACHC.
  • Highly skilled in verbal and written communication.
  • 5+ years of experience researching, preparing, and presenting comprehensive reports.
  • Ability to work closely and effectively with staff, public, and external agencies.
  • Must have completed all 5+ years of experience referenced above in the State of Texas.

Duties and Responsibilities

  • Reports to the Board and supervises and manages all the health center’s business and affairs.
  • Attends all board meetings.
  • Plans, organizes, directs, coordinates, controls, evaluates, and reports on the total operation of the health center to the Board.
  • Serves on the Executive/Finance, Nominating, and Quality Assurance Committees, as well as any additional committees later authorized by the Board if deemed appropriate by the Board.
  • Help develop and implement goals, objectives, policies, procedures, processes, and systems for the health center.
  • Ensure the Strategic Plan created by the Board is executed.
  • Coordinates and oversees the Quality Assurance/Quality Improvement program of the health center.
  • Coordinates and oversees the Risk Management plan of the health center.
  • Manages and oversees all claims against the health center and/or its providers as required under the Federal Tort Claims Act.
  • Evaluates performance and recommend merit increases, promotions, and disciplinary actions.
  • Resolve problems with, train, and develop other administrative staff.
  • Develop/implement cost effective policies and procedures for all clinical areas as well as oversee billing, fee schedules, credit/collections, purchasing, and space planning.
  • Monitors and controls clinical expenditures to remain within budget.
  • Serves as a liaison between the health center and external agencies.
  • Keeps the Board informed on the status of health center operations and propose operational and procedural changes to improve efficiency.
  • Directs the recruitment and training of all staff.
  • Upon hire, practices and adheres to the “Code of Conduct” and “Mission Statement”.
  • Monitors compliance with the Medical Practices Act, HRSA requirements, and other grants, laws, and regulations.
  • Acts as an advocate for underserved individuals with sensitivity to each client’s unique needs.
  • Performs other duties necessary for the successful operation of the health center.
