What You Will Do:

The Consultant will provide expert support for the Program’s Planning, Programming, Execution (PPBE) process in all phases as it relates to budget and contract strategy formulation, execution, and status accounting. Support includes PPBE analysis, strategy, and execution further supported by excellent written and verbal communication skills. Technical work includes status accounting, justification development, budget management, and workflow and process development and monitoring. The Consultant may lead daily, dynamic operational activities such as meeting facilitation, problem solving, project and process development and implementation which requires superior change management skills. This position will play a critical role in supporting the broader team in executing long term programmatic planning efforts to manage and secure funding for mission-driven, next-generation capabilities, processes, and procedures that enhance the security effectiveness and operational efficiency on behalf of the client.

Work includes:

  • Coordination with government and contract personnel to assist in executing the PPBE process within the client’s internal and external office.

  • Strategic planning support for funded and unfunded programs and projects.

  • Documentation development including presentation materials, business workflow and process guidance development and maintenance, workflow and process adherence monitoring, meeting coordination (agendas/minutes), and data call response coordination and issuance.

  • Communication responsibilities associated with budget justification of current funding levels as well as support of future funding requirements. Justification responses are strategic and compelling, including both narratives and funding tables. 

  • Execution of PPBE activities, to include the development of the client’s budget and “build” of the client’s Resource Allocation Plan (RAP), narrative justification write ups for additional unfunded requests (UFRs) and to defend against funding sweeps.

  • Contract status and budget status accounting including milestone and schedule tracking and expenditure tracking. 

  • Performing reviews of literature and client documents to assess current state requirements and perform studies utilizing client operational data.

  • Providing support to ad hoc client requirements and delivering on ad hoc client requests, to include studies, position briefings, and informational briefings.


What You Will Need:

  • US Citizenship and the ability to obtain and maintain a federal Public Trust

  • Bachelor's Degree

  • Five (5) or more years of relevant budget management and strategic change management experience

  • Possess the professional services and business skills to conduct budget, financial, and resource allocation support

  • Excellent communication skills that demonstrate fluency with numbers and written narratives

  • Fluency in Microsoft 360 suite of communication products, most notably Microsoft Excel and Microsoft Power Point

  • Experience in supporting executive-level Federal clients (Divisional level and above)

  • Possess a technical mindset to quickly learn about current and emerging client requirements and business/technical responsibilities

  • This role requires the Consultant to sign a Non-Disclosure Agreements (NDAs) to mitigate future organizational conflicts of interest (OCI) at the client site

  • Individual should be familiar with the responsibilities of government positions such as Program Manager, Contracting Officer’s Representative (COR), and/or Technical Monitors to facilitate efficient communication with government personnel. 


What Would Be Nice To Have:

  • Direct experience or familiarity with the DHS PPBE process

  • Previous experience with the PPBE process (e.g., RAP, UFR, OMBJ Narratives, Spend Plan Development)
