Position Summary & Duties Responsible

POSITION SUMMARY

Special Projects Coordinator will conduct fiscal impact, cost/benefit, project and program analyses and coordinate implementation of special projects to include preparation of proposals, evaluation of proposals, compliance monitoring. Provide technical assistance and serve as liaison for associated projects. Will administer and serve as a liaison to individuals on various committees and community groups. Will assist individuals and organizations with concerns and will coordinate partnership process improvement initiatives and serve as contact on various committees. Develop program and fiscal impact reports and position papers. Supervise and direct personnel as necessary in specific project area.

MAJOR DUTIES AND RESPONSIBILITIES SUMMARY

FUNCTIONAL AREAS:

  1. Conduct fiscal impact, cost/benefit, project and program analyses and coordinate implementation of special projects.
  2. Coordinate special project functions including preparation of proposals, evaluation of proposals and compliance monitoring. Provide technical assistance and serve as County liaison for associated projects.
  3. Coordinate and conduct feasibility and economic impact analyses of projects
  4. Identify suitable areas for strategic improvement, develop plans to initiate improvements, coordinate implementation of those plans and monitor and report on the results.
  5. Conduct analyses of proposed and pending local, state, and federal legislation and develop program and fiscal impact reports and position papers.
  6. Serve on committees, task forces, evaluation groups and negotiating teams as assigned.
  7. Prepare agenda items, periodic and summary financial reports on all areas of responsibility.
  8. Supervise and direct personnel as necessary in the specific project area which may include development and assessment of technical training workshops; training and facilitation of department training initiatives.
  9. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents, or decisions that require maintaining confidentiality of sensitive information. ?
  10. Any one position may not include all duties listed. However, the allocation of positions will be determined by the amount of time spent performing the essential duties listed above.

Public Works

Working Title: Special Projects Coordinator - Energy and Sustainability

  1. Serve as the Subject Matter Expert (SME) for energy efficiency and sustainability to internal and external departments.
  2. Participate in the development and implementation of long-range efficiency plans and programs to reduce energy consumption costs and improve employees' awareness of energy-related expenditures and ways to save energy and reduce costs.
  3. Identify opportunities for the County to team with the community to educate, promote, and implement renewable energy projects.
  4. Assume management responsibility for an assigned program or programs within the Fleet and Facilities Management Department. Monitor compliance with local, state and federal requirements related to energy usage standards and cost-effective energy conservation measures. Recommend and administer policies and procedures.
  5. Provide highly complex strategic planning support and regulatory guidance to upper-level management regarding both proposed and on-going projects; participate in the selection and management of professional consultants; ensure compliance with the county guidelines in areas of programmatic responsibility.
  6. Explain, justify, and defend assigned energy and sustainability programs, policies
  7. and activities; negotiate and resolve controversial issues.
  8. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the assigned field.

Minimum Qualifications
  1. Bachelor's Degree in Public Administration, Business Administration, Economics, Systems Engineering or related field, and five (5) years of related work experience in a professional role in general management, project management, program analysis, budgeting and/or finance. Any equivalent combination related to education and/or experience may be considered for the above requirements.
  2. Bachelor's Degree in Environmental Health or Science; Energy Resource Management; Architecture (with a concentration in environmental design and sustainability); Civil or Environmental Engineering; Sustainability; or related field; plus five (5) years of experience in management of environmental and/or sustainability programs to include four (4) years direct supervisory experience. OR a combination of post-secondary education and/or experience totaling eight (8) years in areas stated above. (Public Works only)

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  1. Employee must successfully complete the post-offer employment medical examination and background investigation.
  2. Employee must comply with the safety guidelines of the County.
  3. Employee must complete required FEMA training(s) as assigned to position.

WORKING CONDITIONS

  1. Most essential job duties are performed indoors in climate controlled environment.
  2. Primary work surface is even, dry, carpeted or tiled floor.
  3. Works alone primarily, with or without directions. Works with a group at times, and with a select team at times.

EQUIPMENT, TOOLS AND MATERIALS

  1. Telephone, calculator, computer, fax machine, and copy machine are used in performance of essential job duties.
  2. Various forms of paperwork are handled in performance of essential job duties.
