EXAMPLE OF DUTIES
Under general direction of the Parks and Recreation Director, performs highly responsible supervisory and administrative work with regard to the development and direction of recreation programs, parks, and facilities; performs related work as required. This position is classified as exempt under the Executive Exemption and is not subject to the Fair Labor Standards Act overtime regulations.

Primary Responsibilities:

  • Assists Parks & Recreation Director with CAPRA Accreditation.
  • Coordinates and directs duties and tasks related to special events and recreation programs conducted by the department. 
  • Supervises positions as assigned.
  • Oversees required safety training and certifications (CPR/AED/First Aid) for all staff and provides required information to Human Resources for personnel records.
  • Serves as department risk management liaison. 
  • Assists with developing policies and operating procedures for the department.
  • Compiles relevant data and assists with long-range planning and recommendations for departmental improvements.
  • Prepares, coordinates and participates in an expanding and flexible program of activities for the community.
  • Makes periodic inspections of Parks and Recreation facilities.
  • Assists with preparation of the departmental budget requests.
  • Assists in the administration of a departmental plan, such as recommending goals and objectives and maintaining performance measures.
  • Maintains involvement in the community by working with both internal and external partners and stakeholders.
  • Receives and utilizes input from advisory boards, community groups, and individuals regarding the recreation and park needs and issues.
  • Makes recommendations regarding the overall development of Parks and Recreation programs.
  • Prepares grant and sponsorship applications and related reports.
  • Prepares and maintains records and reports as assigned.
  • Oversees department in the absence of the Director.
  • Performs other duties as required.

MINIMUM QUALIFICATIONS
Equipment Operated:  Calculator, computer, tractor, ball field equipment, and other assigned equipment. 

Reporting Relationship:  This position reports to the Parks and Recreation Director.

Working Conditions:

  • Employee exposed to inside and outside environmental conditions, both hot and cold weather.

  • Must be able to physically perform the basic life operational functions of reaching, standing, walking, lifting, fingering, grasping, talking, hearing, and performing repetitive motions.

  • Must be able to perform light work exerting up to 40 pounds of force occasionally and 10 pounds constantly. 

  • Must possess the visual acuity to prepare and analyze data and figures.

Job Context: This position works 40 hours per week during the seven-day workweek. Weekends and overtime are sometimes necessary to fulfill job duties. The stress level of the job is low to moderate.
SUPPLEMENTAL INFORMATION

Education:  Graduation from an accredited college or university with a degree in recreation administration or related degree.

Experience:  Experience of an increasingly responsible nature in Municipal Recreation; Supervisory experience required; or an equivalent combination of training and experience.

Knowledge, Skills & Abilities:

  • Thorough knowledge of all aspects of local government recreation and administration.

  • Thorough knowledge of the principles and methods of park, greenway, and playground planning, development, and maintenance.

  • Thorough knowledge of cultural resources programming.

  • Thorough knowledge of principles and practices of public administration regarding departmental personnel and budget administration.

  • Ability to develop and execute a well-rounded program of recreational, athletic, and cultural activities.

  • Ability to interpret and cooperate with recreational philosophies.

  • Ability to communicate complex ideas orally and in writing.

  • Ability to prepare and present detailed reports.

  • Ability to develop and maintain effective working relationships with other employees, town officials, and members of the community.

Special Requirements: Possession of a valid North Carolina driver license required; CPRP certification preferred.
