Salary: Grade 3, $959.54 - $1,170.64 weekly

SUMMARY:

· Under the direction of the Working Foreman, supervise and partake in daily field operations and perform a variety of manual tasks related to all DPW capital improvement and maintenance projects, Town initiatives; and storm operations.

· In connection with such operations, operate a wide variety of special heavy construction equipment, operate light-medium and heavy automotive equipment as directed;

· serve as classroom and field instructor for Commercial Driver License (CDL) program;

· May be exposed to storm events as well as hazards including traffic, chemical, electrical, below ground structures and trenches.

· Provide direct supervision of Specialized Heavy Equipment Operators, Heavy Equipment Operators, and Special Laborers.

· Works under the direct supervision of a Working Foreman or other employee of a higher grade who assigns duties and inspects work for conformance with instructions. Shall be available for all emergency response operations.

· Performs other duties as assigned.


RESPONSIBILITIES:

1. Supports all divisions of the Public Works Department – Highway, Drain, Tree, and Fleet Mechanic. Supports Department of Public Work Tree Division crews as needed.

2. Perform duties, supervises field crew, and follows Working Foreman daily schedule.

3. Assist with municipal separate storm sewer system (MS4) permit requirements and IDDE program. Perform inspections, construction repairs, and maintenance of the MS4 (drains), including but not limited to: catch basin cleaning, CCTV videoing of pipes, pipe and structure repairs, inspections, etc. Serve as competent person for MS4 (drain) construction, inspection, cleaning, and maintenance.

4. Execute maintenance and improvement projects in the public way including but not limited to: roads, sidewalks, signs, lines, walls and fences. Support daily operations of Trench Repair Program, utilizing department personnel and equipment. Daily working supervision of lines and sign work.

5. Maintain Department’s material and equipment logs for supply, tracking, and maintenance. Responsible for tracking and scheduling maintenance of all specialized Town equipment. Record data pertinent to MassDEP for asphalt pavement, brick and concrete (ABC) site permits and complete reports required.

6. As necessary, conduct DPW inspections for MS4 and public way, such as private connections to town drainage system, curb cuts, public way improvements made during property development, and additional requests.

7. Respond to all emergency demands on the storm sewer collection and/or roadway systems, including failures, equipment breakdowns, storm-related problems, blockages and the like.

8. Coordinates and assists in the preparation of trucks, sanders, and related equipment for storms. Operate equipment for de-icing operations requiring

CDL license.

9. Carry department issued on-call phone on rotation and must be available for emergency duty and rotating weekends on-call.

10. Responsible for Dig Safe protocol for MS4, public way, and walls and fences projects.

11. Serve as the classroom and field instructor for the Town’s CDL program. Assist with safety training.

12. Assist with emergency storm clean up and restoration projects.

13. Assist with and direct facility/building maintenance.

14. Works under the direct supervision of a Working Foreman or other employee of a higher grade who assigns duties and inspects work for conformance with instructions.

15. Weekly and Daily schedule is provided by the Working Foreman.

16. General Direction by Assistant Directors. Shall be available for all emergency response operations.

17. Dependably and execution of existing policies or existing standard operating procedures.

18. Provide support to CDL Training Program and responsible for communicating policy to trainees.

19. Performs other related duties of a similar nature and complexity as required by the Director of Public Works

QUALIFICATIONS:


· High school diploma plus completion of a standard grade school course, considerable experience in the operation of heavy automotive equipment and or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

· Requires 6 years of related experience, one of which is at supervisory experience in related fields.

· Possession of a valid Hydraulic Machinery Class C License issued by the State of Massachusetts.

· Possession of a valid Commercial Driver’s License (with air brake and tanker endorsement) issued by the State of Massachusetts.

· Confined Space Certification

· Proficient in the operation of heavy motor equipment under all types of weather conditions.

· Ability to understand and follow oral and written instructions.

· Practical knowledge of traffic and safety rules and accident prevention practices.

· Ability to make minor repairs and adjust heavy equipment.

· Experience in general road and drain construction.


SUPERVISION OF OTHERS:

Serves as a classroom and field instructor for Town’s CDL Program. Responsible for classroom portion of CDL Program, general program support and preparing for CDL pre-trip inspection training and other licensing requirements to Heavy Equipment Operators and other trainees.
