Position Summary:

Under the direction of the Finance Director and Assistant Finance Director position provides technical accounting, budget and other administrative support in the processing and tracking of various City of Morgantown grants.

Responsibilities include researching, monitoring, analyzing and maintaining financial transactions for a wide variety of grants: tracking revenues and expenditures and preparing required internal and external financial reports.


ESSENTIAL DUTIES - KNOWLEDGE – SKILLS - ABILITIES

  • Provide technical grant accounting support for Finance Director, Assistant Finance Director and departments.
  • Monitor, analyze and maintain financial transactions and accounting for a wide variety of grants funded by Federal, State and local grant allocations.
  • Track revenues and expenditures by funding source and/or subcontract. Reconcile grants with City grant records.
  • Work closely with Grant Writer and department staff and Federal, State and Local governmental agencies.
  • Prepare a variety of reports, statements, records, analyses, and financial compilations for Federal, state and local regulatory agencies with various reporting periods according to specifications according to program needs. Prepare grant close outs.
  • Maintain and document internal accounting controls as required by Federal, State and Local grantors to ensure appropriate use of public funds. Must be familiar with OMB Circular
  • Review and submit grant drawdowns for various departmental grants.
  • Provide grant information to grantees, administration and departments.
  • Responsible for insurance claims; submitting to insurance carrier, tracking progress and providing updates.
  • Work with Enterprise and department staff on new leases and questions
  • Main contact for insurance claims. Submit claims, gather any information required by insurance company or departments. Update vehicle list for insurance renewal.
  • Maintain mileage for all vehicles for Enterprise fleet program.
  • Other duties as assigned.
  • Knowledge of grant process
  • Knowledge of basic accounting skills; knowledge of Federal grant accounting standards is a plus.
  • Requires knowledge and ability to research and various funding sources
  • Requires excellent communications skills, both written and oral.
  • Ability to communicate processes and procedures required in grant administration and management.
  • Ability to manage multiple projects, to anticipate information needs of departments and staff related to grants.
  • Must possess a high-level of accuracy and be detail oriented.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • Minimal external work or occasional exposure to physically demanding, unpleasant, strenuous, and/or hazardous situations.
  • Frequently required to sit, stand, talk and hear.
  • Regularly required to type, file or lift office supplies up to 20 pounds.

USE OF TECHNOLOGY & EQUIPMENT

  • Position has daily use of computers, the Internet, Smartphones, etc. to create databases, spreadsheets, or reports. Position designs and creates customized reports, presentations, and/or documents using advanced software skills.

Requirements:

MINIMUM REQUIREMENTS

  • Education: Bachelor’s Degree or equivalent experience, in accounting, finance, business administration or related field.
  • Certification/License: Valid Driver’s License
  • Experience: 1-3 years

PREFERRED QUALIFICATIONS

  • Government accounting experience
  • Grant related experience
  • Advanced user of Microsoft Excel, Work and Outlook.
