Description

Job Summary
Directs enterprise data intelligence and data analytics for NCHS including design, development, and support of the data warehouse, dashboards, and other data analytical environments and systems. Interacts with leadership, key stakeholders, developers, and technical departments to promote information sharing, coordinate enterprise data intelligence development, assist in the coordination of development methodologies, and tools to provide operational support across the health system and partners.

Job Specific Duties

  • Directs the detailed analysis, design, coding, testing, implementation and maintenance of reports, dashboards, and other delivery methods used to support business, clinical, and research analysis. 
  • Manages, designs, and develops integrated data environment plans relevant to report system implementations. 
  • Establishes standards to ensure communication to the client regarding the status of problems, enhancements, and development projects occurs in a consistent manner and on a regular basis. 
  • Hires qualified staff and directly evaluates immediate subordinates. Provides support and guidance in the development of staff. Positively influences subordinates' performance through orientation, monitoring, feedback, education, and counseling.  
  • Improves the implementation, design, and maintenance process by evaluating the adequacy of the tool sets and introducing new tools, techniques, and practices to ensure efficiency and productivity. 
  • In conjunction with the leadership, creates an annual financial  systems plan.  Ensures preparation of the initial draft of the plan including budgeting and staffing requirements. 
  • Maintains a formal tracking process for projects, clients, and Information Technology staff and management. 
  • Performs system design, requirements design, and benchmarking for clinical, administrative, and financial information systems. 
  • Provides assistance to senior leadership in the development of projected timetables for proposed projects. 
  • Researches, proposes, and implements innovative usage of cutting edge technology to advance the mission and goals of NCHS (mobile delivery solutions, self-service reporting, advanced analytics, etc.).
  • Sets design, test, documentation, and implementation standards in accordance with HIPAA and other patient data management policies and ensures reporting systems adhere to them. Supervises and directs the team's work flow to provide effective and timely business intelligence delivery services to clients.

 

Qualifications

Minimum Job Requirements

  • Master's Degree Computer Sciences, Information Systems, Engineering, or related major
  • 2-4 years supervisory experience of a team of 2 or more analysts, programmers, or BI developers
  • 3-5 years of experience in design, implementation, and maintenance of enterprise data warehouses, data environments, dashboards, and reporting systems in a healthcare setting
  • 3-5 years of experience setting procedures, data standards, and documentation standards to adhere to Healthcare/I.T. industry best practices, HIPAA security rule, and other healthcare regulations
  • 3-5 years of experience in data management with solid understanding of data pipelines, data collection patterns, deliverables, and I.T. resource scheduling
  • 4-7 years of experience with creation, automation distribution of KPI dashboards, advanced data analytics, and reporting solutions in a hospital or healthcare environment
  • 4-7 years of experience with reporting tools with at least one or more of the following: SQL, Tableau, Power BI, Python/R, Business Objects, and other applicable tools
  • 4-7 years of working in a hospital or healthcare setting delivering financial, clinical, and/or population health business intelligence

Knowledge, Skills, and Abilities

  • Experience working with cloud technologies such as AWS and/or Azure preferred.
  • Experience with any of the following GL, Finance, Productivity, Supply Chain, Clinical Outcomes, and Population Health reporting preferred.
  • Strong communication and ability to build strong collaborations with senior leadership and key stakeholders across the health system.
  • Ability to design and develop reports, dashboards, and other analytical delivery methods using NO-SQL and big-data based technologies.
  • Ability to work on a dynamic team to collaboratively develop, test, and deploy machine learning models and algorithms related to patient care, health outcomes, financial modeling, patient experience, and/or operational effectiveness.
  • Ability to work with large data sets in Hadoop or Big-Data environments.
  • Experience with cloud based databases such as Snowflake and Azure SQL.
  • Experience with multi-dimensional cubes and/or databases for advanced slicing of KPI's and enterprise metrics.
