Position Description: The Project Manager provides oversight of management consulting programs/projects using best practice project management techniques.

Minimum/General Experience: 10 years of experience in Project Management

Minimum Education: BS/BA in an associated discipline or the equivalent years in experience; Program Management Institute (PMI), Program Management Professional (PMP) or equivalent (preferred)

Essential Skills/Qualifications:

  • Experience providing services under NAICs 541611 Administrative Management and General Management Consulting Services (e.g., strategic planning, governance, performance management/dashboards)
  • Expert knowledge and experience of PMI project and program management methodology and techniques
  • Expert knowledge of federal civilian agencies (e.g., Department of Veterans Affairs (preferred), Defense Health Agency, Health and Human Services)
  • Expert experience developing/managing project WBS, Schedules, Work Plans, and Action Items
  • Extensive experience with staffing, planning, and people management
  • Strong leadership and management skills leading prime contracts with subcontractor support
  • Above average ability to link and integrate project deliverables, work products, and activities
  • Above average experience promoting process improvement
  • Above average experience dealing with complexity, analyzing information, and implementing company vision
  • Strong verbal and written communications skills and the ability to work effectively across internal and external organizations
  • Strong analytical ability, judgment and problem analysis techniques

Security: Ability to obtain/maintain a Federal Civilian Public Trust

  • U.S. Citizenship or Permanent Resident that has lived in the United States for at least 3 years

Tasks/activities include, but are not limited to:

  • Oversee overall performance of project(s)
  • Leverage tools and techniques to accelerate project progress and success
  • Manage cross-project interdependency
  • Manage conflict resolution within the framework of business and project objectives
  • Execute daily project management throughout the project life cycle
  • Develop Program Management Plans
  • Develop project Integrated Master Schedules, Schedules, and Work Plans (e.g., Work Breakdown Structure, Milestones, Activities, Resources, Dependencies, Critical Path) to ensure on time, high quality program/project delivery
  • Define/manage each project's governance (controls) (e.g., operating procedures including communication, documentation, quality, and change control processes in alignment with Oxley's project implementation processes)
  • Manage stakeholders' communication
  • Build and lead effective, energized teams
  • Proactively identify, track, analyze, manage, and mitigate risks and issues and take corrective measurements (e.g., strategic, technical, financial, political or business factors facing the project)
  • Implement company quality control standards and processes within each project
  • Work with the HR team to manage staff and resources for program/project
  • Ensure goals are met in areas including customer satisfaction, safety, quality, and team member performance
  • Chair, manage, or facilitate program/project meetings, communicating individual roles and project expectations
  • Supervise all resources in meeting project deliverables, contract requirements, and company requirements; redirect resources as necessary
  • Communicate to and oversee Oxley policies and processes for all resources
  • Ensure that all project team members have the tools and training required to perform effectively
  • Enforce work standards and review/resolve discrepancies to ensure objective compliance in addition to performing quality checks of all work products
  • Manage project budget to meet project goals
  • Coordinate, approve, and track all project related expenses including all hours, materials, and services
  • Manage project against price builds to include wrap rate and profit and loss
  • Assist program office with checking the quality of systems developed under projects as well as performance of other vendors under independent programs
