Project Manager

RELYANT Global is seeking a Project Manager (PM) to join their team in Guam. The Project Manager will have responsibilities for the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with company strategy, commitments and goals. Ideal candidates should have experience in vertical and horizontal construction in the Government Sector (USACE, NAVFAC, DoD, DoS). Experience related to MEC operations is a plus.

Responsibilities

• Lead the planning and execution of multiple projects simultaneously.
• Facilitate the refinement of project scope, establish project goals and identify deliverables.
• Define project tasks and identify resource requirements.
• Develop an implementation plan for all projects.
• Assemble and lead project staff.
• Manage project budget.
• Produce and manage the project budget.
• Track and manage the incoming and outgoing invoices for projects under your control.
• Ensure the Project Team is properly allocating their time to the correct cost centers in Unanet.
• Manage project resource allocation.
• Develop all project schedules and produce a workable Gantt chart.
• Manage project schedule.
• Recommend cost and time saving options (Crash/Fast Track).
• Track project deliverables using appropriate tools.
• Provide direction and support to project team.
• Quality assurance.
• Constantly monitor and report on progress to the Regional Manager.
• Recommend and manage changes to the schedule or activities to achieve project outputs.
• Constantly evaluate and assess project results.
• Other tasks and duties assigned per assigned project specifications.
• Up to 25% travel required.

Skills and Qualifications

• Basic or equivalent: Bachelor's degree in business administration, Engineering. Management or related discipline from an accredited institution preferred Additional/qualified work experience can be substituted for a degree.
• Excellent written and oral communications skills.
• Civil Construction experience is preferred.
• MEC experience preferred
• Must have a strong background in MS Project, with the ability to build a project from the ground up, to include resource allocation, baseline budgeting and erned value management. Experience with P6 Project Management Software is preferred.
• PMP Certification preferred.
• Ability to complete and prioritize tasks on multiple concurrent projects within given timeframes.
• Sound administrative skills, well-developed management skills.
• Proven ability to recruit, train, and motivate personnel in order to balance staffing strength with profitability and growth.
• Strong analytical, numerical, and reasoning abilities.
• Problem analysis and problem resolution at both a strategic and functional level.
• Well-developed interpersonal skills. Ability to get along with diverse personalities. Tactful and mature.
• Ability to establish credibility and be decisive-but able to recognize and support the organization's preferences and priorities.
• Results oriented with the ability to balance other business considerations.
• Must be able to pass a Federal Background Check.
• Must have a valid driver's license.
• Must be able to acquire and maintain base access (if applicable).
• Must be eligible to receive and maintain a DOD security clearance (if applicable).
