Scheduler/ Planner


JOB SUMMARY

Assists in the day-to-day scheduling of both the Field Operations and Facilities Maintenance Departments to optimize: the water distribution system and facilities maintenance daily performance; water pipeline construction; utility locating; and distribution system and facilities preventive maintenance. Under limited supervision, schedules work, issues and tracks all work orders, verifies work, oversees database integrity and quality assurance, and maintains various reports and dashboards.

ESSENTIAL JOB FUNCTIONS:

  • Identifies and recommends business process efficiencies and corrective steps to overcome historical patterns or high equipment failure rates.
  • Examines jobs and determines the best approach to accomplish the work, documenting steps in a Standard Operating Procedure.
  • Defines work requirements and organizes the work plan to include staffing, materials, equipment, permits, safety procedures and/or engineering plans.
  • Consults with requestor, team member, manager, or director when necessary.
  • Schedules assigned work, plans weekend and emergency duty assignments for approximately 1200 work orders per month.
  • Submits time estimates, resource requirements and post project reporting.
  • Assists in budget development by projecting long range maintenance budget needs.
  • Evaluates job feedback from team members and management to revise existing SOPS and business processes to improve future work.
  • Inspects work in progress and completed work to ensure compliance with company policies and procedures, engineering plans and specifications, schedules, various regulations and standards of quality and safety.
  • Makes recommendations for problem resolution as necessary.
  • Must be available for after-hours emergencies.
  • Reviews engineering studies and reports for consistency with maintenance needs and proposes modifications to existing plans.
  • Coordinates work involving advance notice to internal and external stakeholders including contractors, customers and fire districts.
  • Assists management to determine, track, and report performance metrics.
  • Assists management on a variety of maintenance planning and scheduling issues.
  • Recommends adjustments to preventive maintenance schedules and measures scheduling compliance.
  • Assists management in analyzing maintenance costs and recommends actions for maintenance cost reduction.
  • Leads project teams to plan and coordinate shutdowns, construction, renovation, and other scheduled maintenance activities.
  • Leads interdisciplinary teams to modify maintenance practices for equipment or systems.
  • Provides quality assurance and control for maintenance planning, scheduling, and root cause analysis.
  • Reviews performance of maintenance management and supports ongoing process improvement and reengineering initiatives.
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS:

An Associate Degree in Engineering Technology, Construction Management, Information Systems, GIS, or other relevant field, supplemented by five (5) years of progressively responsible experience in the construction, maintenance of water systems and/or asset management systems is required. Must possess valid South Carolina driver's license and pass a level A Water Distribution License test in the State of South Carolina within two years. A level B Water Treatment License in the State of South Carolina is preferred. Must possess First Aid/CPR certifications or obtain within 1 year. Proven leadership ability is required.
