Job Summary:

The Environmental Compliance Specialist performs a variety of property management and administrative functions for Aurora Military Housing. They often have direct contact with potential tenants, resident tenants, vendors, the corporate office, and the Military, and as such, must have a pleasant demeanor, possess strong people skills and the ability work well with people from diverse social and economic backgrounds. They are to conduct business in a manner that attracts and retains residents by performing the general duties and specific duties, as well as any other duties assigned. This is a bargaining unit position.


This position is the initial point of contact for tenants that report concerns about pest infestations, lead based paint, moisture/mold, asbestos, radon, or other environmental conditions throughout the AMH properties. This position responds to, inspects, assesses, and implements environmental testing to determine the existence of hazards. They are responsible for performing a variety of types of clean up, general maintenance trade work and repair of the units that contain identified environmental concerns. This position assists in the accurate accounting of all repairs and expenses for units impacted by environmental response and repair.

Distinguishing Characteristics:

The Work Order Clerk performs a variety of property management and administrative functions for Aurora Military Housing. He/She is often the first point of contact to potential tenants, resident tenants, vendors and the Military, and as such, must have a pleasant demeanor, possess strong people skills and the ability to work well with people from diverse social and economic backgrounds. He/She is to conduct business in a manner that attracts and retains residents by performing the general duties and specific duties, as well as any other duties assigned. This is a bargaining unit position.

This position is responsible for various duties relating to maintaining accurate and current tenant accounts, including data entry, generating work orders, and timely communication with appropriate individuals or entities regarding appointment schedules, applicable charges, notices, the status of work order completion, and related information.

Job Duties and Essential Functions:

  • Serves as initial point of contact and case specialist for tenants that report concern about the safety of their home, including but not limited to pest infestations, lead based paint, moisture/mold, asbestos, and radon.

  • Acts as a liaison between external parties, such as the MHO, as well as internal departments, including the maintenance, safety, administrative, and management teams; advocating for and providing personalized assistance to the resident until the report hazard is resolved.

  • Conducts inspections in occupied and vacated homes when environmental issues arise; knowledgeable and able to educate residents on environmental safety hazards and how to resolve them. helping to single-handedly resolve environmental issues when applicable, conducting or scheduling environmental testing, or follow up response by licensed or certified environmental service teams, when applicable.

  • Inspects interior and exterior of the unit for property damage; diplomatically assess charges for property damage to tenants and ensure paperwork for payment arrangements is properly submitted.

  • Conducts QA and safety inspections of playgrounds, facilities, and other common areas, documenting and reporting hazards.

  • Conduct custodial work, when responding to environmental concerns in units, including wiping down surfaces, setting up drainage, sweeping, mopping, vacuuming, emptying trash, cleaning windows, etc.

  • Complete tasks using the standard methods, materials, tools, and equipment of the facilities maintenance and carpentry trades.

  • Proficient and comfortable with all aspects of the inspection, leasing, and maintenance processes; able to provide meaningful and relevant information by speaking with clients on the phone, meeting with them face to face and following up.

  • General administrative duties include but are not limited to filing, reproducing copies, accepting payments, and updating information to business systems or files.

  • General customer service duties include but are not limited to answering telephones, assisting reception desk personnel with customers and phone calls, to include reception duties when scheduled or requested.

  • Heavy amounts of data entry in computer to include but not limited to entering and updating work order entries, tenant ledger information, posting, and correcting charges, posting monies received, completing end of day and month reports, and obtaining end of day information as requested.

  • Maintains work areas and vehicles in a clean, organized, and safe condition.

  • May be required to cover work hours that are in addition to normally scheduled work.

  • Prepares and sends out mailings as requested.

  • Exercise effective time management and organizational skills, while being detail oriented and consistent.

  •  Assist other company departments as scheduled or requested.

  • Direct customer requests to appropriate staff member.

  • Participate in work-safety programs.

  • Perform other related duties as assigned by the direct supervisor and/or Management.

Minimum Qualifications:

  • High School diploma or equivalent

  • Valid Alaska Driver’s License

  • Ability to be insured by company’s auto insurance

  • Twelve months Customer Service experience

  • Prior experience and skills in one or more of the following trades: property management, maintenance, safety, building construction, carpentry, plumbing, required

  • Knowledge of basic mathematics, writing and reading comprehension skills

  • Must possess excellent computer software skills, including Windows, Excel, Word, Outlook, and web-based programs

  • Ability to work independently and willingness to learn

Tools and Equipment Used:

Motor vehicles, hand tools, electronic test equipment, ladders, telephones, computers, photocopiers, facsimile machines, and calculators.

  • The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds (with assistance of a hand truck).

  • Work is performed at various locations within the properties managed by JL Properties, Inc., and owned by Aurora Military Housing, LLC, Aurora Military Housing II, LLC, and Aurora Military Housing III, LLC at Joint Base Elmendorf-Richardson, Alaska.

  • The employee occasionally works near moving mechanical parts and in high, precarious places, or confined space, and is occasionally exposed to fumes or airborne particles.

  • The employee will be required to work in outside weather conditions for periods of time (25%-50% of time).

  • The employee must be able to walk distances outside in all weather conditions-winter and summer.

Supervision Received:

This is not a normal responsibility of this class, although direction and guidance is exercised over contract service providers and other personnel on specific projects.

Supervision Exercised:

The Environmental Compliance Specialist must possess the capability to work independently, under the direct supervisor and/or Management. This position reports directly to the Administrative Manager.
