Department: Water Reclamation Plant Operations


Reports To: Water Reclamation Manager


FLSA Status: Non-Exempt


Job Type: Full Time


Regular Work Hours and Location: Typically, Monday – Friday, 8 am - 4:30 pm. Work hours may vary from time to time.


Starting Pay: $20.00 per hour DOE

Additional pay for Wastewater Treatment licenses. Mustang SUD pays for certification courses and testing if you do not have a Wastewater license.

  • Mustang Special Utility District pays for all the courses and testing necessary for the employee to complete Wastewater Treatment Certifications.
  • Successful completion of each certification, Wastewater Treatment "D" and Wastewater Treatment "C" are eligible for a $160 certification pay allowance included in each paycheck for each certification.
  • Mustang also pays for renewal hours/ courses for each certification.
  • License preferred but not required.


POSITION OVERVIEW:

The Wastewater Treatment Plant Operator must demonstrate knowledge of wastewater treatment systems which includes activated sludge wastewater processes, solids treatment and MBR treatment systems. This is a working position that includes maintaining pumps, equipment, facilities, and performing laboratory tests related to wastewater treatment. The incumbent diagnoses, compensates and corrects various operating conditions on equipment through the use of automatic control systems or manual regulation; monitors the performance of all equipment, gauges and charts in the treatment plant and pump stations; records statistical data concerning plant operations; maintains, operates, repairs and replaces equipment as necessary; charts lab test results for trend analysis and maintains accurate records of analyses and test results; evaluates data and writes reports as required.


ESSENTIAL FUNCTIONS:

    • Manage treatment operations at all levels, assuring optimal process efficiency, proper monitoring and regulatory compliance.
    • Monitor facility operations by observation, collecting and testing samples and reading instrumentation (SCADA) to ensure compliant and efficient operations.
    • Manage and occasionally perform a range of treatment facility activities including, but not limited to, operation of equipment, maintenance, monitoring systems, managing equipment performance and process data, process improvement, record keeping and preparation of standard operating procedures (SOPs) as necessary.
    • Respond to inquiries regarding facilities and odor complaints in a timely and effective manner.
    • Vigilantly monitor the facility for any breaches of security and alert appropriate law enforcement agencies and/or supervisors, as appropriate for the situation.
    • Ensure to maintain thorough logs and records of wastewater treatment facility operations and maintenance in both written and electronic form; use these records to improve the function and efficiency of various operations.
    • Ensure that facility grounds and general housekeeping, as well as the appearance of the facility, is acceptable in collaboration with outside contractors.
    • Monitor systems, labor resources, and assets during emergencies and scheduled shutdowns; troubleshoot, diagnose, and resolve problems; respond to emergencies, and schedule and coordinate responses, repairs, cleanup, remediation, etc.
    • Adhere to safety guidelines as required by State statutes and as prescribed by Mustang SUD. This includes identifying and mitigating safety hazards as well as assisting in the implementation of safety programs.
    • Manage to receive shipments, monitor unloading processes, record into inventory, and check shipment documents for compliance to standard.
    • Learn, comply, and enforce applicable Mustang policies and procedures.
    • Able to calculate chemical feed dosages.
    • Ensures calibration of all testing equipment and orders testing supplies.
    • Perform janitorial functions and yard maintenance.
    Perform other duties as assigned.


KNOWLEDGE OF:

  • Methods, practices and equipment used in a Wastewater laboratory.
  • TCEQ’s 217 Rules and Regulations.
  • Knowledge of preventive maintenance for mechanical and special equipment.
  • Detailed knowledge of proper procedures to test and maintain adequate treatment of wastewater according to state and federal standards.


MINIMUM QUALIFICATIONS:

  • High School GED or Diploma.
  • Minimum of 2 years wastewater experience.(License preferred but not required)
  • Thorough knowledge of wastewater operations; working knowledge of electrical components.
  • Proficient in using construction hand tools.
  • Follows all company policies & SOPs.
  • Ability to work outside normal business hours, on-call, weekends and evenings as needed.
  • Follow written and oral communication.
  • Communicate via phone, text, email, or radio.


ADDITIONAL LICENSE REQUIREMENTS:

Mustang will provide all classes needed to obtain said licenses as well as all fees for testing.

TCEQ “C” Wastewater Treatment License Requirements:

  • Basic Wastewater Treatment Operations Class "D"
  • 2 years “Hands On” Experience (May substitute college credit or additional classes for 1 year experience, TCEQ approval needed)
  • Application approval from the TCEQ (Background check, class verification, experience verification)


ACCEPTABLE EXPERIENCE AND TRAINING:

  • High School Diploma or GED.
  • One year of general maintenance and construction experience. Other combinations of experience and education that meet the minimum requirements may be substituted, pending Wastewater Operations Manager’s approval.


CONDITIONS OF EMPLOYMENT:

  • Must obtain Commercial Driver’s License within 6 months of employment.
  • Must have Class “C” Wastewater Treatment license issued by the TCEQ or Must obtain Class “C” Wastewater Treatment License within 3 years or before “D” Wastewater Treatment license expires. (NOTE: “D” Wastewater license is only valid for 3 years without the option to renew)
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification check.
