Title: Procurement Supervisor

Supervisor: Procurement Manager

Department: Procurement

FLSA Status: Non-exempt/hourly

Summary/Objective

The Procurement Supervisor shall assist the Procurement Manager in overseeing the day-to-day procurement activities in compliance with the set policies and procedures, making sure there are enough and reliable suppliers/contractors.

Essential Functions

  1. Trains and supervises procurement team members and ensures they are well calibrated with the purchasing policies and procedures.
  2. Handles big ticket request including off island request, monitor and coach procurement team to improve job skills.
  3. Reviews the purchase request for completeness and correctness of pertinent information.
  4. Ensures award is always to the best interest of the company (combination of optimal cost, best quality, and on-time-delivery).
  5. Ensures Purchase Orders (POs) are properly transmitted, acknowledged, and documented.
  6. Analyze procurement and inventory data and prepare reports as needed.
  7. Bridges Supplier-Procurement – Warehouse-Accounting process to avoid delays in payment and delivery.
  8. Evaluates, recommends, and documents any enhancements or improvements to procurement processes and systems support application capability.
  9. Identify and recommend staff development, training & certification programs and other requirements for skills improvement and career development.
  10. Perform other related tasks and/or functions that may be assigned by Team Leader/s.

Qualifications

  1. Bachelor’s Degree in Business Administration, Supply Chain Management, Engineering or of at least any 4-year course required. Masters in the field is preferred.
  2. Minimum of 4 years of relevant experience in Procurement or Supply Chain Management, Importation, and Construction Industry.
  3. With leadership and organizational skills with meticulous attention to detail.
  4. Computer literacy (MS Office)
  5. Valid Guam driver's license.

Supervisory Responsibility

  1. This position is responsible for supervising members of the Procurement department.

Physical Demands

  1. Prolonged periods sitting at a desk and working on a computer.
  2. Must be able to lift up to 15 pounds at times.

Travel

This position is expected to travel outside the office to visit local suppliers with the possibility to attend off-island Exhibits or Expos upon approval by Management
