The Chief Information Officer has the following duties and responsibilities:Sets a series of annual, multiyear long-range work plans and schedules for in-service or contracted work. Plans, directs, schedules, and controls the work of IT employees and exercises final authority for the full range of supervisory responsibilities.Provides authoritative advice and guidance to the IT security program. Provides leadership for security as it pertains to IT including policy, planning, and risk analysis of IT systems.Develops and implements Division-wide project management procedures, tools, templates, activities, and infrastructure to align internal business practices with Department-wide and government-wide regulations and policies.Develops and administers budget-like capital planning for, and performance- based measurements of, IT investments. Monitors and manages an operations expense account more than $5,000,000 annually accountable for achieving program costs, timely delivery of products and services, task order performance, and system supportability requirements.Develops policy, procedures, and guidelines for customer support services. Leads quick response teams in responding to customer service problems resulting from catastrophic events, such as virus infections or power outages. Manages special projects that have a significant impact on the delivery of customer support services.Oversees the acquisition, administration, and management of an IT Help Desk. Represents customer support office in planning for the installation and implementation of new systems (e.g., upgrade to a new hardware or operating system).Serves as the technical authority for new and advanced computer systems software. QualificationsTo qualify for the GS-15: You must have at least one year of specialized experience at, or equivalent to, the GS-14 Federal grade level developing and implementing IT security policies, procedures, and operations for an organization. Examples of relevant experience include: overseeing IT specialists responsible for assessing hardware, software, and cloud environments for compliance with IT security requirements; analyzing federal IT security regulations and integrating them into organizational activities; or overseeing IT security contracts and ensuring the effective utilization of organizational resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment.
