DESCRIPTION OF WORK

The role entails serving as the Senior Project Manager, overseeing civil engineering tasks as a licensed professional engineer within the District Design Division. This involves supervising multiple Design Unit Squads, which include Consultant Design Squads, In-House Design Squads, Contract Management Unit, and QA/QC Unit. Responsibilities include providing leadership, managing resources, and ensuring activities align with the Department's Strategic Agenda, such as approving leave, payrolls, and conducting Employee Performance Evaluations.

The position requires directing highway and structural projects, both in-house and with consultant design teams, from the initial stages to completion. This involves managing various aspects such as resources, costs, quality, and ensuring timely delivery within a matrix management design environment. Additionally, providing technical support to squads to ensure the development of high-quality plans is crucial.

Furthermore, the Senior Project Manager is accountable for reviewing and approving Highway Occupancy Permits and other assigned functional duties by the Portfolio Manager. The role involves planning, programming, developing, and designing roadway and bridge projects of high quality, within budget, and on schedule. Managing multiple complex projects simultaneously and potentially contributing as a team member on other moderately complex projects is also part of the responsibilities.

Additionally, the role may require reviewing and providing design support for external agencies working on projects that impact Department facilities. Overall, the Senior Project Manager plays a critical role in ensuring the successful execution of civil engineering projects, maintaining quality standards, and adhering to the Department's strategic objectives.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Hollidaysburg.
  • This position is eligible for an Alternate Work Schedule (AWS).
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Four years of professional civil engineering experience which includes three years in the appropriate specialty and one year of experience in directing the work of civil engineers.

Special Requirement:
  • This position requires Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

Condition of Employment:
  • This position requires possession of a valid driver's license.


Post Employment Requirement:

  • For the Bridges and Transportation parentheticals, successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer License issued by Pennsylvania within their initial six-month probationary period.


Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
