MINIMUM SKILLS & REQUIREMENTS:

  • Secret clearance required to start and must be eligible to obtain TS/SCI
  • Six (6) to eight (8) years' minimum experience with shipboard (or submarine) systems installation and alterations
  • Field experience with management of installation, integration, and alteration efforts for DOD and NIWC
  • Familiar with the full suite of MS office products, and able to use tools such as Adobe Pro to review and redline drawings and process documentation
  • Familiar with Verification and Validation (V&V) of drawings to get Ship Installation Drawings (SIDs) readied for system installation
  • Understand operations including MIL-STD requirements, Information Assurance (IA) Requirements, and industry standard formats for sharing drawings, data, and other installation related artifacts
  • Ability to quickly familiarize themselves with our complex family of systems and associated processes and offices we work with to manage and plan installations
  • Possess excellent oral and written communication skills
  • Candidates possessing a strong technical and fleet installations related background, familiarity with technical terminology as it applies to SSEE , RTSO , and CCOP systems, processes, and capabilities will be given consideration

DESIRED SKILLS & REQUIREMENTS:

  • In depth familiarity with USN ship classes, SSES spaces, and related installation processes and cognizant authorities
  • Hands-on experience and training with RF systems, cabling, processing, and networks
  • Experience with SIDS and the Liaison Action Report (LAR) process used to implement changes
  • Existing experience with Navy NDE, NIWC, CMPro, Naval Lift JIRA/Confluence
  • Experience working in shipyards for installations, backfit, or maintenance oversight and planning; including experience with shipboard and shipyard security and safety requirements for working aloft, over the side, and in confined spaces
  • In depth knowledge of RF spectrum, signals, Electronic Warfare (EW); and related limits/considerations for systems, RF cable, and fiber optic cable installations
  • Navy Afloat SIGINT Experience with Signal Intelligence and IO/ISR programs of record, including Shipboard Signals Exploitation Equipment (SSEE) Increment E/F , Cryptologic Carry-On Program (CCOP),and or Real-Time Spectrum Operations (RTSO)

PRIMARY DUTIES & RESPONSIBILITIES:

The Ship's Signal Exploitation Equipment (SSEE) Program is the Navy's Flagship Signal's Intelligence (SIGINT) system; installed on U.S. Navy ships, Coast Guard platforms, and Foreign Navy's and shore sites. NIWC Atlantic is the In-Service Engineering Agency (ISEA) responsible for lifecycle support, from development through transition. This support includes; but is not limited to; engineering, requirements analysis, testing, technical writing, fleet technical support, training, procurement, configuration management, production, warehousing, drafting and repair. This support, ultimately, is designed to ensure the deployed SSEE systems and Navy operators are positioned for success against our Nation's adversaries.

  • Applies critical thinking skills and organizational expertise to help organize efforts, tasks, and documentation to plan and execute installation and modification of our systems on USN surface combatants, special mission platforms, some USNS ships, and shore installations
  • Communicates and coordinates with ISEA leadership, PMW-120 reps, NAVSEA reps (e.g. Dahlgren,shipyards, type commands), and with fleet customers electronically and in person in a professional manner,and represent the U.S. Government in the execution of high visibility, high priority tasks on ships in port
  • Manages and documents technical actions and support requests within a database structure, including JIRA and other collaboration products, CMPro for Configuration Management, and Navy-Wide enclaves such as Navy Data Environment (NDE) for updating and altering ships drawings and other design documents
  • Takes initiative to shepherd engineering changes through complex oversight and approval processes, and develop/refine interpersonal skills to keep plans on track
  • Potential for travel with regard to site surveys or oversight
