What You'll Do in This Position

Provide overall direction and stewardship for Engineering Technical Services (ETS) excellence in support of Site missions and objectives. Lead organizations that include Material Acquisition Engineering, Fire Protection Engineering, Startup & Commissioning Test Engineering, Packaging & Transportation Engineering, Engineering Staffing & Development, and Engineering Business & Programs. Direct development of SRNS strategic initiatives and execution of (1) regulatory compliance; (2) nuclear safety documentation development and integration; (3) engineering business programs and services, training, and staffing; and (4) interaction with stakeholders. Provide executive oversight of functional engineering activities. Principally contribute to all primary strategic mission planning and technical activities, prioritization, allocation of engineering technical resources, and personnel development within ETS. Direct ETS interaction with external customers, oversight/regulatory entities, and stakeholders on engineering programs and technical issues associated with SRNS. Advise SRNS Executives on significant issues, code changes, and new earning and business opportunities.

Major Responsibilities:

1. Communicate a clear vision and expectation to ETS personnel to ensure effective operations within the safety and regulatory envelopes. Serve as the principle technical functional integrator to balance hazard and technical risk analysis and the resultant controls/requirements with aggressive mission accomplishment and associated risk reduction to safely optimize mission life cycle cost effectiveness and business success.

2. Actively apply facility and mission related technical and engineering knowledge to negotiations with the DOE customer concerning SRNS business objectives, performance-based incentives, and fees. Direct SRNS activities to develop and maintain a business structure that ensures continued profitability and the acquisition of new business and missions.

3. Direct SRNS activities to develop, communicate, and implement strategies to provide critical ETS deliverables. Such direction requires integration of SRNS activities in Engineering and initiatives across the Site and DOE Complex.

4. Lead SRNS initiatives to proactively conceive and implement strategies to transition engineering programs and business practices to directly align with accomplishing safe and reliable mission performance in a way that achieves overall cost effectiveness based upon hazard and business risk.

5. Direct SRNS activities to develop and communicate the capabilities and planned utilization of SRS facilities to implement existing and potential stabilization, closure, and disposition missions. Establish strategies to achieve regulatory acceptance and approvals essential to accomplish identified/new mission objectives.

6. Maintain capacity to effectively and expeditiously respond to emergent regulatory challenges, minimizing impact to mission accomplishment. If required, direct SRNS interaction with DNFSB members and their staff. Advise senior SRNS and DOE-SR/DOE-HQ executives of DNFSB activities, including known and potential issues. Direct development of responses to media and public inquiries concerning SRS facilities and activities.

7. Direct all SRNS activities which support and execute the SRS Historic Preservation Program, including compliance with 36 CFR Part 800 which requires all federal agencies to consider impacts to historic properties from their operations and activities (note that SRS became a Cold War National Register District in November 2002, and thus an historic property).

8. Sponsor and champion initiatives to optimize mission accomplishment by taking innovative approaches during initial development and by making proactive modifications to individual project/facility documents that accomplish seamless integration across all SRNS and related SRS projects.

9. Sponsor and champion initiatives for increasing overall SRNS business and cost effectiveness by changing engineering related procedures, practices, and programs within SRNS and the Site.

10. Sponsor and initiate dynamic engineering training and personnel development programs and actions to enhance productivity, flexibility, and cross-functional skills essential for accelerating and expanding mission accomplishments. Execute our staffing/hiring strategies to effectively staff our Engineering Teams with the necessary skill sets to execute our missions.

11. Direct and lead the various ETS organizations to ensure all codes and standards are understood, contractually accepted, and implemented into local processes and procedures while properly training and qualifying personnel in the most efficient way.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Qualifications We Require

BS Degree in Engineering or Science.

Other Qualifications

Must be able to obtain and maintain a "Q" Security Clearance.

Qualifications We Desire

Experience in facility operations and engineering in the nuclear industry preferred.

Demonstrated leadership and management skills of highly experienced, highly technical, multi-disciplined personnel, including management, some of whom have complete mastery of operations, processes, and government/industry requirements.

In-depth knowledge of fundamentals of nuclear technologies. Extensive knowledge/experience with SRS programs, processes, technology, and functional knowledge/experience with DOE, DNFSB, and other external agencies/organizations.
