Overview

To assist with planning, directing, and managing the multi-function operations of the Loan Recoveries branch, which includes outsourcing, loss mitigation, accounts receivable, charge-off and administrative support sections to ensure sustained growth and maximize recoveries. Monitor and analyze the Recoveries portfolio to determine appropriate collection avenues to pursue. Evaluate and adjust branch work quality, staff performance, systems, processes and procedures to meet goals. Serve as subject matter expert regarding branch functions, systems, policies and/or procedures. Manage daily activities of professional employees and/or supervisors. Support senior management in developing and executing strategic plans. Act as Manager in the incumbent's absence.

Responsibilities

  • Assist with developing branch strategy, establishing priorities and setting goals; evaluate and implement standards to ensure alignment with department/organizational objectives
  • Manage and direct daily operations to achieve branch and division objectives
  • Identify and resolve operational and performance gaps and obstacles; recommend and implement changes and improvements
  • Monitor work environment and direct allocation of resources to ensure adequate staffing to meet production and member service standards
  • Assist with conducting benchmarking and trend analysis to drive continuous improvement and elevate service performance, increase member experience quality, reduce losses, minimize financial risk, and maintain high operational efficiency
  • Assist with overseeing negotiations of third party repayments, attorney compensation contracts, and the recovery and sale of collateral
  • Assist with managing relationships/efforts between collection attorneys, first and third party collection agencies, and internal NFCU departments in the collection of debt, collateral and asset liquidation
  • Assist with overseeing the process of determining whether or not to pursue litigation in collecting delinquent member accounts; confer and consult with OGC and external law offices on litigation cases, and provide detailed case analysis and documentation as needed
  • Assist with approving member and third party settlements outside of established guidelines and costs/expenses associated with litigation
  • Maintain thorough knowledge of and ensure compliance with applicable federal and state laws, rules, regulations and NFCU policies and procedures
  • Monitor and analyze changes to applicable federal and state laws, rules and regulations; develop and recommend action plans for implementation/dissemination to management; assist with coordinating changes with affected branches/divisions; recommend training to Manager
  • Oversee department Greenballs, CFPB, BBB, President's Letter, etc., within the database to ensure accurate and timely responses
  • Serve as liaison to internal/external auditors; review and implement recommended/approved procedural changes
  • Evaluate and recommend collection partners; ensure agreement/contract parameters are maintained and updated
  • Provide management with reports and comparative analyses; identify trends and recommend changes
  • Review and monitor outsourcing efforts by coordinating with the Office of General Counsel, Compliance, Lending Systems and ISD
  • Provide guidance and direction to supervisors regarding strategic projects, complex member related matters and operational issues; authorize appropriate solutions to resolve issues
  • Develop and implement new/updated policies, procedures, goals and priorities for the branch as necessitated by demands, changing conditions, or management request
  • Collaborate with internal business partners to analyze portfolio and implement relevant policies and procedures
  • Lead and/or represent branch in change management efforts, cross-functional initiatives and department/organization projects
  • Create projects and assign responsibilities based on priority, staff availability, and resources
  • Perform other duties as assigned

Qualifications

  • Advanced knowledge of applicable federal and state laws, rules, and regulations (e.g., Bankruptcy Reform Act, Uniform Commercial Code, Fair Debt Collection Practices Act, Fair Credit Reporting Act, Equal Credit Reporting Act, NCUA, CFPB, BSA, etc.)
  • Advanced knowledge of data querying, reporting, forecasting, analysis and operations research, including statistical methods and modeling
  • Significant progressively responsible experience leading and managing a multi-functional collections and automated systems operation in a large financial institution
  • Significant experience in collecting and negotiating on delinquent consumer and credit card accounts, charged-off debt, bankruptcy, liens and litigation
  • Advanced knowledge of financial industry trends, products and services
  • Significant experience in supervising and leading employees
  • Advanced skill using innovative thinking to solve problems and facilitate the decision-making process
  • Advanced skill building effective relationships through rapport, trust, diplomacy and tact
  • Advanced skill to influence, negotiate and persuade to reach agreeable exchange and positive outcomes
