What You'll Do in This Position

Direct, lead, and manage a large department of exempt highly technical and specialized professionals (Chemical Engineers, Electrical Engineers, Nuclear Engineers, Computer Engineers, Computer Scientists) in support of Environmental Management and NNSA facilities and all Site Capital Projects.

Serve as the SRNS Chief Operational Technology Officer (COTO) with company-wide responsibility for all facility process control systems, process monitoring systems, safeguard & security systems, personnel accountability systems, project and engineering automation systems, engineering computational & workflow systems, complex software systems, site operational electronic tools, laboratory information management systems and technology deployments such as NDA systems, etc. across SRNS. These represent highly complex hardware, software and technology systems used in Hazard Category 2 and 3 Facilities to control and monitor nuclear material processes, prevent exposure to workers and protect the environment.

Responsible for all safety software and process systems across SRNS. Responsible as the Co-Chair of the SRNS Software Project Task Team (SPoTT) for the successful execution of all company software projects whether OT or IT at SRNS. Responsible for the SRNS Software Quality Assurance Program.

Responsible for the successful design, development, implementation and startup of all operational technology systems for capital projects such as SRPPF, SPD, TFF.

Responsible for analyzing and proposing methods to streamline, optimize, and standardize site process operations and automation. Additional responsibilities include defense of the systems design philosophy, technologies, requirements and adherence to national codes, consensus standards, and Federal Order requirements to the Department of Energy (DOE), NNSA and Defense Nuclear Facilities Safety Board (DNFSB); as well performing Work-for-Other initiatives beyond SRS.

Major Responsibilities:

- Provide leadership, management and direction to develop, maintain and evolve technical computing practices and standards which comply with DOE orders and National Standards and support SRS technical needs in a competitive, cost-effective manner.

- Provide leadership, management and direction to develop, maintain and evolve process monitoring, process control, safeguard/security, operations and engineering support systems in a cost-effective manner consistent with facility, mission and DOE/NNSA requirements.

- Organize, direct, manage, and lead the process monitoring, process control, safeguard/security, operations and engineering support systems portions of major site projects from conceptual design through decommissioning.

- Provide the technical and programmatic direction required to evolve the state of process computing technology utilized at SRS while protecting the investments in this area.

- Develop and maintain appropriate relationships with DOE, NNSA and DNFSB personnel in the areas of Process Control, Safeguards and Security, Software Quality Assurance, and Engineering Performance.

- Provide guidance and counsel to the Site Chief Engineering and Nuclear Safety Office on programmatic and technical issues and provide verbal and written communications on defined and anticipated issues.

- Provide enhanced performance capability to operating facilities by analysis of plant data and/or facility simulation to make facility operations more capable of meeting mission requirements.

- Interface with national standards organizations on standards impacting SRNS products and services in the areas of responsibility.

- Provide technical and managerial leadership to a large organization with sitewide responsibilities and authorities.

- Serve on the SRS CIO Council and on the SRNS Digital Transformation Integrated Program Team (IPT).

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Qualifications We Require

Bachelor's Degree in an Engineering or relevant Technical Discipline

Other Qualifications

Must be able to obtain and maintain a "Q" Security Clearance.

Qualifications We Desire

Advanced degree in a technical discipline.

Experience in management and preferably in higher level company management positions. Management experience must include direct responsibility for managing process control/process systems oriented organizations or other highly technological utilization and implementation organizations.

Requires a broad and in-depth knowledge of rapidly evolving and complex technologies, computing technologies, cyber technologies, software technologies, engineering technologies and process control technologies including complex and advanced concepts and management principles. Must have in-depth knowledge of DOE order requirements, Industry Standards, and Company Policies and Procedures related to Engineering, Software Quality Assurance, and Process Operations.

Requires demonstrated leadership and management skills of highly experienced, highly technical, multi-disciplined personnel, including management, some of whom have complete mastery of complex technology systems, advanced process control technology, operations, processes and government/industry requirements.

Requires knowledge of and experience interacting with regulatory authorities. This includes development of corporate positions and presentation of issues to such authorities and resolution of issues to support SRNS in compliance with regulatory requirements.

Requires knowledge of Engineering Processes and Procedures, Site Quality Assurance Procedures, and Site Operations Requirements.

Requires in-depth knowledge of Company level financial systems, financial requirements, budgeting practices, cost accounting and financial management.
