Description

Step into the boots of a Construction Inspector role and join the vibrant Engineering Division of the Public Works Department! Under general supervision, you'll dive into the intricacies of construction inspection, both in the office and out in the field. Your duties will encompass a wide array of public improvements, including but not limited to streets, sidewalks, gutters, water and sewer lines, roads, drainage structures, with the ultimate goal of ensuring strict adherence to all relevant laws, ordinances, standards, plans, and specifications.

But your role goes beyond mere inspection - you'll be essential in all aspects of infrastructure construction, involved in every stage from project initiation to final completion. Your valuable insights during the pre-construction phase will contribute significantly to the success of each endeavor. In this role you may also assist in providing general supervision, guidance, training, and direction to your fellow Construction Inspectors. It's all part of the collaborative spirit that defines our team, where everyone works together to achieve excellence in Public Works. DUTIES AND RESPONSIBILITIES:

Essential

  • Conduct systematic inspections of various structures and construction projects for conformance with Town of Erie Standards and Specifications and the Accepted Construction Documents to include, but not limited to: construction of streets, stormwater management plans (SWMP), storm drainage systems, and water and sewer utility lines.
  • Coordinate with and inform contractors and developers of codes, standards, and specifications and enforce as necessary to obtain corrective action.
  • Review with the Town Engineer or designee any proposed design alterations and approve appropriate field changes as required.
  • Re-inspect elements of work that were found to be out of compliance with the Town of Erie Standards and Specifications and/or the Accepted Construction Documents to ensure compliance.
  • Inspect placement of all underground utilities.
  • Measure depths and distances; determine grades using levels, coordinate with Geotechnical consultants to obtain samples and test materials; verify compaction of all earthwork; inspect materials for identification as conforming to the Town Standards and Specifications.
  • Perform or oversee a variety of field tests, including soil, water, and pressure tests, to ensure conformance and quality; take samples of materials for examination or analysis by laboratories. Review test procedures and results.
  • Review material submittals and specifications submitted for assigned projects for compliance with Town Standards and Specifications and potential conflicts.
  • Maintain records of daily activities, prepare project summary reports, and prepare construction inspection daily reports; prepare a variety of special engineering-related reports and studies.

Administrative and Customer Service

  • Does not typically supervise other employees but may provide direction, coaching, and guidance to less tenured/experienced employees. May assume responsibility of operations for the inspection staff in the absence of the Construction Inspector Supervisor.
  • May assist Construction Inspector Supervisor in the development of procedures for inspection process and letter of credit releases.
  • Respond to inquiries from developers, contractors, and general public regarding Town requirements relative to the construction, alteration and maintenance of public works facilities and utilities. Investigate complaints from the public relative to construction and seek corrective action by the responsible party.
  • Reviews "as built" drawings.
  • Assist Construction Inspector Supervisor in reviewing right of way permits; check traffic control plans for compliance. Coordinate with consultants, developers, and contractors to conduct traffic surveys; monitor traffic control problems at construction sites and ensure proper traffic safety procedures are used by contractor. Coordinate with Construction Inspector Supervisor on potential for warnings and stop work orders.
  • Responsible for calculations and checking of engineering/surveying data including design, boundaries and topography; make field checks of project sites of survey area to verify survey results; conduct basic survey tasks such as checking grades, locating property pins and measuring distances.
  • Coordinates scheduling of and chairs pre-construction meetings.
  • For development Initial Acceptance and Final Acceptance, provides punch lists, performs inspections, and provides acceptance letters to developers.
  • Ensure familiarity with existing, revised, and new applicable codes, and standards.
  • Shall seek professional development opportunities within the field.
  • Shall represent the Town Engineer on field activities and act as principal liaison between the public, contractor, and Town staff for ongoing construction activities.
  • Assist the Town Engineer with the revision of the Town Standard and Specifications for Design and Construction including standards details.
  • Report construction changes as well as the estimated impact to overall project costs to the Development Engineering Supervisor.
  • Provide monthly reports on all inspections.
  • Coordinate, schedule, track and maintain records for Planning and Development and Parks inspections.
  • Provide technical assistance on inspection procedures to other divisions.
  • Provide input to Supervisor for annual evaluations of Construction Inspectors.
  • Ensure a positive working environment and continuous improvement culture.
  • Perform related work as required and assigned.
Qualifications
MINIMUM QUALIFICATIONS Construction Inspector I:
  • High school diploma or equivalent (GED).
  • Two years of college or technical school with major course work in civil engineering or related area.
  • One year of progressively responsible experience in municipal services construction, construction inspection work, materials testing or a closely related field.

A combination of education and experience may be considered.

CERTIFICATES/LICENSES/REGISTRATIONS
  • Valid Colorado Driver's License and satisfactory driving record
  • Erosion Control Certification or ability to obtain within six months of hire.
  • State of Colorado Water Distribution and/or Wastewater Collection Certificates may be required.

Construction Inspector II:
  • High school diploma or equivalent (GED).
  • Two years of college or technical school with major course work in civil engineering or related area. Four years of progressively responsible experience in municipal services construction, construction inspection work, materials testing or a closely related field.
  • Two years of related experience in a municipal setting preferred.

A combination of education and experience may be considered.

CERTIFICATES/LICENSES/REGISTRATIONS

  • Valid Colorado Driver's License and satisfactory driving record
  • Erosion Control Certification or ability to obtain within six months of hire.
  • State of Colorado Water Distribution and/or Wastewater Collection Certificates may be required.

Construction Inspector III:
  • High school diploma or equivalent (GED).
  • Two years of college or technical school with major course work in civil engineering or related area. Six years of progressively responsible experience in municipal services construction, construction inspection work, materials testing or a closely related field.
  • Three years of related experience in a municipal setting required.

A combination of education and experience may be considered.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Knowledge of: General knowledge of construction inspection methods and materials testing principles and practices, applicable laws, standards and regulations relating to construction, inspection, safety and traffic control. Working knowledge of procedures, equipment and materials used in street, curb, gutter, and storm sewer construction. Working knowledge of the procedures, equipment, and materials used in water and sewer system installation. Basic knowledge of civil engineering principles, practices and methods as applicable to a municipal setting. Requires general knowledge of Stormwater Management and Best Management Practices (BMP) and knowledge of the geography of the Town. Knowledge of personal computers, MS Office Suite, and GIS applications.

Skills in: operating GPS equipment and ability to assist in GIS attribute collection from as-built construction plans. Requires the ability to establish and maintain effective working relationships with contractors, developers, the public, other employees, and other public and private agencies. Ability to operate the equipment necessary to perform the functions of the job. Ability to perform project and construction management for Town Capital Improvement Projects (CIP) and projects funded by such entities as CDOT, FAA, and CDOA. Ability to conduct CIP and Developer project closeouts. Ability to understand development agreements and to track developer and Town development agreement responsibilities; understand and respond to customer needs; track project warrantees and exercise considerable initiative and sound judgment. At the Senior level, ability to plan, organize, assign and review the work of subordinate staff; read and interpret engineering drawings, blue prints, and specifications; read and interpret construction drawings and plan specifications. Requires the ability to conduct systematic inspections of construction projects and render a decision firmly and tactfully; provide technical advice to contractors and the general public; maintain accurate records; skills to apply standard testing and analysis procedures and operate appropriate equipment; ability to evaluate program effectiveness and efficiency and to identify, analyze and address problems and trends in a timely, efficient, and equitable manner; address multiple demands and meet deadlines; adapt to interruptions, equipment, failures, unusual demands, or changing priorities; coordinate, analyze and utilize a variety of reports and records, and communicate effectively both orally and in writing.

Environmental Factors:

Work is frequently performed in an outside setting as well as standard office environment. Frequent to constant use of a tablet and personal computer. Work may involve competing demands, performing multiple tasks, working to deadlines. Tasks involve constant work in traffic, inside and outside work with frequent exposure to gases, fumes, dust, high and moderate noise levels, vibrations, and walking on uneven surfaces. Tasks require occasionally working in extreme temperatures, use of light power equipment operations, out of town travel. Tasks may rarely involve heavy equipment operation, working at height, and be exposed to chemicals.

Physical Factors:

While performing the duties of this job, the employee is constantly talking, hearing, grasping, fingering, and handling. Employee will frequently be sitting, standing, walking, stooping, squatting, and using near visual acuity. Employee may occasionally be climbing, balancing, reaching, using far visual acuity, and lifting objects up to 50 pounds. Tasks may rarely require use of depth perception, work at height, out of town travel, and moving objects over 100 pounds.
