  • Experience in defining business requirements focused on the customer experience.
  • Experience using agile techniques for requirements elicitation, software testing, quality assurance processes, and writing technical documentation.
  • Experience with system testing and data analysis, which includes creating and running SQL Queries to validate system results.
  • Excellent verbal and written communication skills and the ability to explain grants management policies, processes, and technical information clearly and accurately.
  • Experience in Agile methodology and related management tools (Confluence, Jira, Kanban, VersionOne/Agility.)
  • Adept knowledge in developing project management artifacts such as detailed project plans/schedules with dependency
  • Experience leading projects related to Software Development in a large corporation or federal government agencies
  • Ability to work as a Project Manager and/or back up Project Manager time to time in a medium to large scale projects. 
  • Excellent verbal and written communication skills including presentation skills.
  • Experience with cross team collaboration with groups or organizations outside project team you led.
  • Ability to collaborate in a team environment, including with organizations/projects outside your own.

FOUNDATION FOR SUCCESS (Basic Qualifications)

  • Bachelor's Degree in Computer Science, Mathematics, Engineering or a related field. Experience may be substituted in lieu of degree.
  • Masters or Doctorate degree may substitute for required experience
  • 8+ years experience as systems/technical analyst.
  • Must be able to obtain and maintain a Public Trust. Contract requirement.

*** Selected candidate must reside within two (2) hours of SSA Headquarters in Woodlawn, MD

*** Selected candidate must be willing to work on-site at least 2 days a week.

FACTORS TO HELP YOU SHINE (Required Skills)

These skills will help you succeed in this position:

  • Experience with Version one (Agility) or Jira.
  • Experience working in a scaled agile/scrum environment managing requirements, backlogs and roadmaps of multiple projects and products.
  • Ability to effectively communicate with technical and non-technical stakeholders.
  • Experience engaging in business process analysis, understanding the customer's business process requirements, and capable of translating those business requirements into business and technical documentation and specifications.
  • Support User Interface (UI) and database validation activities by documenting test plans and test scenarios, identifying and creating test data, executing test cases and test scenarios, identifying defects and performing defect management.
  • Comprehensive knowledge of Scrum and Kanban Agile development process and ceremonies including scrums, planning events, backlog grooming, retrospectives, and demos.
  • Strong communication and collaborative skills in providing technical direction and hands-on software development to include design, development, and testing.
  • Ability to work as a Co-PM and lead tasks related to project management
  • Demonstrate ability to analyze risks and uncertainties
  • Demonstrate ability to navigate projects through established processes.
  • Analyzing and responding to requirements
  • Developing and leading presentations
  • Ability to communicate with Directors, Customers, and Executives on progress, status and risks about the project

HOW TO STAND OUT FROM THE CROWD (Desired Skills)

Showcase your knowledge of modern development through the following experience or skills:

  • Experience with Ready APIs, testing, writing, communication.
  • Experience documenting requirements in the form of epics, user stories, and acceptance criteria.
  • Experience validating system results match the expectation of the requirements.
  • Experience developing and maintaining technical documentation.
  • PMP certification
