JOB SUMMARY

At the direction of the Senior Manager, Risk Management, this position will lead USAL's regulatory compliance and quality control (RC&QC) initiatives and meet their strategic objectives through the efforts of a team of specialists and analysts. The RC&QC Manager will be responsible for all aspects of RC&QC issues and ensures compliance with all government and company standards/practices and leads USAL's RC&QC programs. This role will also be responsible for developing, analyzing and reporting on critical RC&QC related metrics and analytics to drive the Company's RC&QC agenda.

This position requires extensive collaboration across the organization and will be responsible for pulling together content and presenting data in a clear and concise manner that reflects all parts of the business. This position requires an experienced and detail-oriented RC&QC leader who can function independently with diverse stakeholders and manage through influence across levels and functions. This position also requires an individual who has experience managing RC&QC data and strengthening data controls, and who operates with a consistent awareness of deadlines and results.

ESSENTIAL FUNCTIONS

  • Plan, develop, implement, and enforce regulatory compliance and quality control guidelines, policies, and programs to ensure safety compliance, damage prevention, and effective event recorder management. Addressing at-risk areas and conducting safety audits.
  • Manage, track and update key performance indicators (KPIs) relevant to internal targets and goals, and improve the process for collecting RC&QC data through automation in order to meet the needs of USAL's RC&QC
  • Lead regulatory training and company adherence to safety investigation protocols in accordance with company standards. Utilize computer based tools to identify trends and preventative measures to implement and maintain collaboration with associates, supervisors, and managers. Communicate key observations and recommendations to leadership and key stakeholders on safety metrics, accident trends, and quality control goals.
  • Develop, implement, and maintain formal compliance structure and computer filing systems for regulatory materials.
  • Lead safety investigations, analyze trends, and collaborate with key stakeholders on prevention measures.
  • Ensure consistent application and training of the event recorder system across the organization.
  • Identify at-risk behavior trends through the event recorder application. Collaborate cross functionally to target corrective actions; reinforce positive behaviors; and develop proactive solutions to prevent future occurrences.
  • Drive, supervise and support the mitigation of claims payment and reporting on a timely basis through the interaction with internal stakeholders, dealerships, OEMs and any supply chain vendor or vehicle handler.
  • Support the collection of damage reports (made by the driver and dealerships) and the cataloging/storage of related information for the ultimate goal of reporting.
  • Continuously evaluate, assess and analyze damage frequencies or trends and make recommendations for damage prevention programs or other interventional efforts.
  • Evaluate current quality control guidelines, policies and procedures (or research, draft and implement new ones) to support the ongoing reduction of claims; support policies and efforts to ensure drivers are demonstrating proper inspection, reporting, and loading practices.
  • Implement technology and/or business applications which support efficient claims collection, processing and reporting capabilities; research and implement industry claims management best practices.
  • Serve as liaison to all USAL customers and nurture relationships to ensure transparent communication, timely claims processing and limits to loss on sale of vehicles.
  • Proactively lead process improvement programs employing lean management techniques to maintain standards and aggressively focus on problematic areas.
  • Lead the development and implementation of timely reporting practices for terminal operations and partner with Operations team to ensure that drivers and terminal operations management are held accountable for quality of service.
  • Collaborate with Manager, Driver Training; Driver Trainers; Safety Specialists; Quality Control Administrator; Senior Manager, Risk Management; Fleet Asset/Maintenance management team; Human Resources; and Sr. Manager, Operations to instill a culture of quality, continuous improvement, and learning within the organization.
  • May periodically interact with both internal and external legal counsel on RC&QC related litigation inquiries.
  • Responsibly receive, transmit, and handle consumer and customer data per applicable policies and procedures.
  • Review and follow data privacy practices, policies, and guidelines.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Directly supervises one or more employees. Carries out responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees, planning, assigning, and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.

QUALIFICATIONS

  • Requires a BA/BS in a related field and minimum of 8 years progressive experience related to regulatory compliance and/or quality control; or any combination of education and experience, which would provide an equivalent background.
  • In depth technical knowledge and experience with managing company programs in compliance of FMCSA, DOT, and OSHA regulations. Transportation industry experience a plus.
  • Experience managing consistent and accurate data collection, developing data controls, and leveraging IT solutions as applicable.
  • Proven ability to analyze, interpret and translate large sets of data into simple insights or reports.
  • Analytic thinker and ability to problem-solve and balance multiple projects and priorities.
  • Proven ability to inspire, collaborate and manage internal relationships and cultivate partnerships across functions and regions.
  • Demonstrated experience influencing without formal authority to accomplish company-wide goals.
  • Excellent written and verbal communication skills.
