The Department of Natural Resources (DNR) has an exciting opportunity within our Human Resources Office. Are you interested in a human resources career where you are providing professional expertise and advising on complex labor relations topics? DNR is looking for a Labor Relations Manager to oversee DNR?s Labor Relations on matters affecting Human Resources and DNR employees. This position is the main point of contact for senior leadership, union representatives, and the AG?s Office regarding collective bargaining agreements, laws rules, and regulations as well as appropriate avenues for administering Labor Relations best practices. This position serves as one of the Assistant Division Managers of the Human Resources Office (HRO) and is a member of the Human Resources Leadership Team.

To be successful in this position, you not only need to have an understanding of Labor Relations and Human Resources principles, and you also need to showcase outstanding customer service and management skills. You will be part of an outstanding HR Team that strives to make a difference and have a positive impact on DNR employees.
DUTIES
Responsibilities:
  • Advance the agency mission and management goals and objectives through cordial, collaborative, and professional relationships with WPEA and WFSE labor union staff, shop stewards, OFM State Human Resources staff, and DNR leadership.
  • Coordinate and manage agency planning for biennial master agreement negotiations for the WPEA and WFSE collective bargaining agreements and represent the agency in negotiations.
  • Oversee mandatory subject notifications to ensure the unions are properly notified of changes to working conditions and manage DNR?s response to union demands to bargain, in collaboration with OFM State Human Resources labor relations staff.
  • Work with and oversee Human Resources Consultants on grievances and other labor/management processes.
  • Provide updates to the Director of Human Resources on potential settlements and/or who should represent the agency at Mediation/Arbitration.
  • Represent DNR at the Public Employment Relations Commission (PERC) and Mediation/Arbitration with a final decision following the Commissioner?s delegation order.
  • Manage responses to union information requests.
  • Coordinate scheduling and agendas for Union-Management Communication Committee Meetings.
  • Supervise (schedule, evaluate, assign work, and ensure training) professional Human Resources Consultants ensuring employees have the tools, knowledge, skills, and abilities to perform their functions.
  • Serve as a member of the Senior Human Resources Management Team.
  • Serve on DNR-wide teams and serve on Office of Financial Management State-wide teams as needed.
  • Manage and coordinate the Human Resource Office legislative bill review and analysis.

QUALIFICATIONS
Required Qualifications: 
  • Bachelor's degree in human resource management, business, accounting, or related from an accredited institution
    OR equivalent combination of education and experience.
  • Five years of professional experience in human resources which includes labor relations activities.
  • Experience with broad application of human resource management principles.
  • Ability to lead teams and build effective interpersonal relationships.
  • Excellent research, investigation, analysis, and problem-solving skills.
  • Ability to lead change, and effect change through influence.
  • Excellent customer service skills.
  • The ability to communicate effectively both verbally and in writing.

Special Requirements and Conditions of Employment:
  • Position Requires Occasional Travel to DNR sites.
Desired Qualifications:
  • Master?s degree in human resource management, business, accounting or related field from an accredited institution.
  • PHR or SPHR or equivalent SHRM SHRM-CP or SHAM-SCP certification.
  • Experience presenting cases before administrative hearing boards and/or arbitrators.
