STANDARD SPECIFICATIONS:

Education/Qualifications

Essential:

1. Graduated from a standard high school or GED or have equivalent experience.

2. A minimum of 5 years of wastewater bypass pumping, water transfer, or construction management experience.

Desirable:

1. Prior water / wastewater pumping, or construction-related experience.

2. Industry certification with practice area specialization of construction/general engineering, or mechanical trades, or civil/environmental engineering. Knowledge of hydraulics.

3. Commercial Drivers License

4. Certification as a HDPE Fusion Technician

5. Mechanical experience

6. Equipment operating experience

Requirements/Skills

Essential:

1. Responsible for overall scope, schedule, and budgets for construction projects. Primary focus on very large singular project(s) (1 – 3 concurrently).

2. Responsible for project planning and delivery.

3. Leads team to establish strategic plans and objectives for the project.

4. Provides overall direction and planning for budgeting, managing expense priorities, scheduling, performance requirements, recommending and implementing changes to methods, and input on staffing.

5. Establishes operational objectives and work plans, and delegates assignments to field operational personnel.

6. Responsible for leadership of field operations for complex temporary waterline/bypass pumping projects; willingness to work in the field, as necessary, to deliver results and meet project deadlines.

7. Establishes and assures adherence to budgets, schedules, work plans, and performance requirements.

8. Possess strong analytical and quantitative skills.

9. Possess excellent communication and interpersonal skills.

10. Develops, monitors, and reports on operating costs within functional areas. Alerts appropriate senior management personnel of cost and labor over run.

11. Trains, develops and appraises staff consistently and effectively. Takes corrective action as necessary on a timely basis and in accordance with Company policy. Consults with Human Resources as appropriate.

12. Ensures that direct employee training concerning HSE, Operations, Management, Communications, and Technology occurs, as appropriate, at all levels, in concert with on-going programs of the Company, to accomplish personnel career development and continuous improvement.

13. Proficient in the use of MS Excel, MS Word, MS PowerPoint and other PC & web-based tools.

14. Valid driver’s license.

15. Ability to work in a constant state of alertness and safe manner.

JOB DUTIES AND RESPONSIBILITIES:

  • Responsible for the safe, efficient, and environmentally sound operation of water / wastewater services.
  • Acts as voice to the client as a representative of Keystone management.
  • Supervisor on site, delegating work to be done to ensure operations are running smoothly and on budget.
  • Runs all current jobs per work order / working hand in hand with Branch Manager.
  • Supervise, assist, direct and train employee(s) working with them.
  • Ensures all EH&S procedures are followed, including the training of new employees to the job site.
  • Utilizes appropriate safety equipment and ensuring that all company policy, procedures, governmental regulations, etc are adhered to.
  • Keeps down time and operating costs to a minimum.
  • Prepares daily Field Tickets for all work performed on customer job sites; reviews for accuracy and completeness; submits tickets daily to the Company’s accounting department.
  • Site inspection as needed to plan job layout and related logistical requirements.
  • Project tool-ups and mobilization services to include procurement, loading, transport and assemble required equipment and water / wastewater transfer line.
  • Construction services such as excavation-type work, basic carpentry, basic plumbing, HDPE pipe fusion, basic mechanical set-ups, truck-driving, and general labor, as needed to support water supply and water & wastewater transfer activities.
  • Quality control and quality assurance duties, as assigned, to include the reading of design drawings and specifications to support project planning and project set-ups, layout and actual construction; and to inspect work to ensure work quality and compliance with project specifications;
  • Equipment operation and maintenance as needed to operate pumps, generators, and water supply / wastewater transfer systems.
  • Equipment and system troubleshooting and repair, as needed to maintain performance as required under the Company’s contracts with its clients.
  • Recordkeeping, as required, to document work activities being performed by yourself, and others, and outside suppliers, in conjunction with the operation of the Company’s water intakes, its water transfer business, and such other business activities as may be undertaken by the Company; and,
  • Regular overnight travel to field assignments, with work assignments continuing at times for periods of a week’s duration or longer, according to project requirements and related factors.

SUPERVISORY RESPONSIBILITIES:

  • Will manage subordinate employees or contractors.
  • Carries out supervisory responsibilities in accordance with Keystone’s policies.

PHYSICAL DEMANDS:

  • Ability to operate and maneuver on and off an all-terrain vehicle throughout the day.
