U.S. Water Services Corporation is a well-established and diverse water and wastewater utility organization specializing in utility maintenance, operations, engineering and construction services. U.S. Water is a fast paced and rapidly expanding company headquartered in New Port Richey, Florida with a staff of over 700 employees in twenty states.

GENERAL STATEMENT OF DUTIES: Under direct supervision, provides billing office support in reviewing and analyzing daily billing registers for anomalies such as, high consumption, active accounts without usage, inactive accounts with usage, month over month billed vs. consumption and make corrections or create inspection field orders and other related activity which will ensure billing accuracy.

This position is expected to perform a wide variety of billing duties, have the knowledge of departmental and office procedures and the ability to solve problems.

In addition, this position must have the ability to interpret ordinances and rate resolution to ensure proper billing. Employee must demonstrate proven ability to converse with the public on issues pertaining to complex billing issues referring only the most challenging matters to the Utility Billing Supervisor

EXAMPLES OF WORK (illustrative only):

  • Oversees and assist with the daily review and all resulting activity of all billing related reports , such as but are not limited to:
    • Daily billing register
    • Hi-L report
    • "0" Consumption
    • Delinquent Collections
    • Inactive with usage
    • "0" activity n active accounts
    • Contractual reporting requirements
  • Promotes positive interaction with the public orally and by correspondence, answering billing questions requiring judgment, knowledge and interpretation of the ordinances and County policy
  • Motivate and train in all faucets of the departments billing procedures
  • Support compliance in accordance with the department's KPI standards
  • Complies with Meter Reading and Billing Time Frame according to KPI standards
  • Promotes customer driven customer service
  • Reviews and oversees key credit and adjustment requests
  • Ensures meter read uploads and downloads are timely
  • Oversees service order creation and completion
  • Compiles reports pertaining to all phases of work performed
  • Oversees the review, preparation and corrections of utility bills prior to mailing
  • Performs related work as assigned.
  • Oversees basic accounting duties as it pertains to daily deposits
  • Manages daily utility balancing
  • Troubleshoots general ledger issues

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of business management, customer service as it pertains to billing functions
  • Acute knowledge of meter reading and billing software, equipment and reporting
  • Knowledge of critical accounting and record-keeping methodology
  • Knowledge of data processing applications and methods
  • Knowledge of basic utility operation
  • Knowledge of areas operations procedures and practices
  • Knowledge of utility website, payment options, policies, procedures and manuals
  • Intermediate skill in Microsoft Office with an emphasis on Access and/or Excel
  • Skill in problem solving and conflict resolution
  • Skill in analyzing data to identify anomalies, trends and/or shortfalls
  • Ability to prepare clear and comprehensive statistical reports
  • Ability to analyze and create processes from both the microeconomic and macroeconomic perspective
  • Ability to address challenging issues with good judgment; tact and courtesy
  • Ability to communicate effectively both in orally and in writing
  • Knowledge of daily accounting and general ledgers

MINIMUM EDUCATION AND EXPERIENCE: Possession of a Associate degree in accounting, business administration or a related field, and two (2) years of progressively responsible accounting customer service experience; OR any equivalent combination of experience and training which provides the required knowledge and skills.
