POSITION: Compliance & Procurement Officer

LOCATION: Yakutat Tlingit Tribe Main Office

REPORTS TO: Chief Executive Officer

EMPLOYMENT CLASSIFICATION: Full-time, Permanent  

WAGE RAGE: $80-85,000 DOE

POSITION SUMMARY:

The Compliance & Procurement Officer is responsible for overseeing tribal procurement and contract compliance in alignment with funding source regulations, Tribal, local, state, and federal laws. This role requires familiarity with applicable Code of Federal Regulations, including Uniform Administrative Requirements, Cost Principles and Audit Requirements for federal awards under 2 CFR 200, and BIA self-governance programs under 25 CFR parts 1-299. 


The Compliance & Procurement Officer is authorized to investigate all instances of suspected illegal or unethical conduct and may, upon obtaining appropriate authorization, and consistent with budget constraints, seek the advice of qualified legal counsel and hire outside investigators and/or consultants.

 

The ideal candidate demonstrates strong interpersonal and organizational skills, self-direction, and motivation. Travel and ongoing training are integral to this role for professional development.


ESSENTIAL DUTIES:


Policy and Compliance Oversight

  • Serve as committee liaison for the YTT Governance Committee, preparing packets, the agenda and presenting materials for committee consideration.
  • Serve as a member of the staff Policy Committee, ensuring alignment of proposed policies with regulatory requirements and existing YTT policies.
  • Stay updated on changes in relevant regulations and laws affecting procurement and compliance and communicate these changes to leadership and employees.
  • Serve as Administrator for Compliatrics and any other identified compliance software programs.
  • Provide guidance and training to employees on compliance policies, procedures, and best practices.
  • Conduct regular audits of procurement processes to ensure compliance with regulations and internal policies.
  • Investigate and resolve any discrepancies or irregularities in procurement activities, taking appropriate corrective actions as needed.
  • Prepare reports on procurement activities, compliance status, and performance metrics for management and regulatory purposes.


Procurement Management

  • Work with Project Directors to identify and verify procurement processes
  • Serve as primary procurement officer for ARPA acquisitions and purchases.
  • Receive procurement purchase and/or contract requests from department directors and ensure accuracy before submitting through the appropriate approval channels.
  • Maintain official records for all YTT departments of internal approval procedures for all purchases exceeding the simplified acquisition threshold.


Contract Management

  • Manage and monitor all legally binding agreements including MOA’s, MOUs, insurance policies, and contract agreements. Management tasks include negotiating and editing agreements, collecting signed Contract and Purchase authorization forms, filing hard and electronic copies and tracking/ logging all current and expired agreements.
  • Collaborate with legal counsel to review and negotiate contracts, ensuring terms are favorable and compliant.
  • Assist in the development of template agreements under the guidance of legal counsel.
  • Monitor and evaluate vendor performance to ensure adherence to contract terms and standards when designated as the contract “owner.”
  • Conduct internal audits to verify, collect and archive contract deliverables, such as policies, strategic plans, etc.


Training and Professional Development

  • Develop and implement training programs for staff members involved in procurement processes to enhance compliance awareness and knowledge.
  • Participate in meetings, workshops, and conferences related to procurement and compliance to stay informed about best practices and industry trends.


WORK ENVIRONMENT/PHYSICAL DEMANDS:

  • Primarily office-based, with occasional visits to tribal satellite offices, housing properties, and community meetings.
  • Some travel required for training, meetings, or conferences.
  • May involve lifting, carrying, or moving objects up to 25 pounds.
  • Ability to work occasional evenings and weekends as needed.



MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Business Administration or related field. Post-secondary education or experience which provides the expertise required to effectively perform the functions of the position may substitute for the degree on a year-for-year basis.
  • Experience in database management preferred.
  • Valid Alaska Driver’s License.
  • Ability to interpret relevant notices and regulations.
  • Proficient in writing routine reports and correspondence.
  • Effective verbal communication skills.
  • Knowledge of applicable state, federal, and Tribal codes, laws, and regulations.
  • Proficiency in Microsoft 365.
  • Ability to maintain confidentiality.
  • Familiarity with NAHASDA and American Rescue Plan Act (ARPA) reporting preferred; training available for qualified candidates.
