Grant & Contract Accounting Advisor (4) Four Positions

Fisheries Resources Management (FRM)

Department of Natural Resources

Hourly Wage: $18.23/Regular/Full-Time


Is responsible for financial activities associated with processing, coordinating, and managing various federal/state/tribal funded grants and contracts. Duties include contract and grant specialization in solicitation, negotiation, cost and price analysis, administration, and termination of contracts/grants; cost accounting principles, theories, concepts, and practices in a variety of difficult and complex accounting problems associated with the grants and contracts funding administration. Coordinates activities associated with the preparation of various budgets for grant/contract proposals. Plans, organizes accounting system. Make day-to-day decisions relative to the accounting treatment of financial transactions. Recommend solutions to complex accounting problems.


Examples of Work Performed:

Works with Accounting Specialist and Project Lead Bookkeeper to monitor grants, contracts, cooperative agreements, and inter agency agreements for compliance with statement of work and production of deliverables.

Assist in preparing a variety of financial statements for completeness, internal accuracy, and conformance with uniform accounting classification and specific accounting requirements; prepares schedules and reports for the tribal accounts and various funding agencies.

Assist with grant and contract account management that includes the maintenance of accounts, reconciliation of reports and financial statements; determines account inconsistencies or errors; prepares corrections, verifies accuracy of financial reconciliations.

Identifies project goals, sets priorities, and tracks progress utilizing a tracking sheet and google docs for the Accounting Specialist.

Reviews invoices to ensure contractor expenditures comply with contract requirements and ensure expenditures are within budget and allowable under all regulations for tribal and federal contracting.

Review purchase orders, travel authorizations and close outs comply with YN procurement requirements and ensure expenses are allowable and within the budget.

Assists in the review and preparation of grant/contract budgets, modifications, amendments, subcontracts and addendums for necessary changes or decisions as they relate to the funding source.


Knowledge, Skills, and Abilities:

Knowledge and experience with Generally Accepted Accounting Principles (GAAP); Tribal Administrative Policies and Procedures for Accounting; Uniform Administrative Requirements, Cost Principles and Audit Requirement for Federal Awards 2 CFR 200 and audit requirements.

Knowledge of current literature, developments, and trends in the area of accounting.

Knowledge of basic methods and techniques of governmental fund accounting.

Ability to classify accounting transactions, maintain and reconcile accounts, close accounts, and prepare reports and statements.

Ability to establish and maintain effective working relationships with employees, administrators, and the public.

Ability to professionally communicate orally and in writing.

Must have knowledge and be skilled in the use of personal computers, software, i.e., Excel, MS Word, Quicken, general office machines, 10-key calculator.


Minimum Requirements:

Minimum of an Associate of Arts degree preferably in accounting or related field or three years of professional accounting work experience. Prefer knowledge in Grants and Contracts Management, Procurement for Federal Program, Bookkeeping for Federal Programs and OMB Circulars A87-A102 knowledge.

Must pass a pre-employment background check.

Required to pass a pre-employment drug test.
