Over-the-Network-Key (OTNK) Engineer

Mission System engineering support for Tactical Edge programs:

To demonstrate an un-keyed end-user-device receiving mission key via over-the-air-network in multiple worst-case scenarios without manual key load that would otherwise prevent successful keying in addition to standard optimal functioning keying via Over-the-Air-Network. Keys transmitted over the network to the exact set of devices that need them. Propel the ability to respond to dynamic situations.

Responsibilities

  • Assist management with reporting and managing Program.
  • Assist the team in gathering knowledge management by establishing mission critical/mission essential identification of systems/services.
  • Perform detailed design reviews of Contract Data deliverables and technical documentation.
  • Provide Subject Matter Expertise (SME) for requirements compliance, Cybersecurity best practices and guidance, and vulnerability analysis of product designs.
  • Evaluate and tailor security requirements to the specific program(s) and validate whether the requirement is applicable to the program(s).
  • Assist in tracking the allocation of system requirements to software/programmable logic requirements in a requirements specification and certifications.
  • Evaluate and tailor security requirements to the specific program.
  • Develop a stakeholders' map that defines the interest of OTNK and execute and communicate to all stakeholders.
  • Assist in defining and selecting cryptographic algorithms and specifications for specific products and completing Cryptographic Algorithm Configuration Management Board (CACMB) submissions for implementation.
  • Create product design packages to include the Memorandum for the Record (MR), Staff Processing Form (SPF), certificates, and external letters for review and signature by the Deputy National Manager for National Security Systems.
  • Provide milestones development for this projects that are structured, prioritize, while demonstrating the progress in technical development in comparison to tracking progress simply through the means of the various programmatic gates.
  • Provide expert assessments to Software Analysis vulnerabilities and adjudications through analysis and participation in comment resolution discussions with vendors and DoD program offices.
  • Support Critical Design, system requirements, programmatic, and technical reviews.
  • Create product design packages to include the Memorandum for the Record (MR), Staff Processing Form (SPF), certificates, and external letters for review and signature by the Deputy National Manager for National Security Systems.
  • Support the Government in the investigation, compilation, development and coordination of policy for forward-looking Tactical OTNK that will focus on cybersecurity and emerging technology assisting in creating a policy and related strategy that will include relevant international norms and declaratory policy, and standards development.
  • Comply with NSA policies, standards, guidelines
  • Create test plan(s), test reports, work breakdown structures, schedules, lessons learned and performance documentation and manuals to support the Tactical Edge mission
  • All other duties assigned.

Qualifications

  • DoD systems engineering background with knowledge of over the network keying (OTNK) devices, regulations and processes.
  • DoD systems backgrounding in networks and cyber security.
  • Knowledge of KMI cryptographic products and services that enable security services for systems such as Identification Friend-or-Foe, GPS, Advanced Extremely High Frequency Satellite System, Joint Tactical Radio System, and Warfighter Information Network – Tactical.
  • Experience with COMSEC infrastructure, devices, applications, and protocols (e.g., EKMS, KMI, MGC, SKL, TKL, iApp, JENM, ACES, Atom, End Cryptographic Units, OTNK)
  • Strong communication skills and ability to explain complex technical concepts to non-technical stakeholders
  • Excellent teamwork, organizational, communication, and collaboration skills.
  • Must have the ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners.
Preferred & Desired Qualifications
  • Previous experience as a OTNK engineer.
  • NSA experience in working with COMSEC devices and protocols.
  • NSA trained in Secure Communication Interoperability Protocol (SCIP).
  • Working knowledge of Suite A (Type 1) Inline Network Encryptors (INEs), Link Encryptors, and Secure Voice
  • Previous experience as a CAM/KOAM using either EKMS System or KMI MGC.
  • VACM experience, including TSVCIS.
  • Bachelor’s degree in a STEM or IT field.
  • Military trained in Key Management and OTNK.

Clearance:

  • DoD current TS/SCI clearance.

Education & Experience:

  • 3-5 years of experience in Information Assurance, Cybersecurity, COMSEC, or Key Management.

Location:

  • Linthicum Heights, MD 21090.

Travel:

  • Undetermined at this time but might include 10-15% in the future.
