Navarro Research and Engineering is recruiting for a Material Balance Area Custodian in Kevil, Kentucky.

Position Overview

Under limited supervision, performs Material Balance Area (MBA) job functions as assigned by management. Typical job responsibilities include being responsible for all Nuclear Material found within their assigned MBA, including movements into or out of the MBA, and is responsible for ensuring that all material control and accountability policies and procedures are implemented consistently in that MBA. The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned:

 Perform duty of MBA Custodian for Accountable Special Nuclear and Other Nuclear Materials handled, transferred, and shipped by FRNP.

 Maintain MBA Custodian Training Qualifications.

 Maintain knowledge of DOE Order requirements related to control of Accountable Nuclear Materials and management of MBAs

 Function as the primary point-of-contact with the NMC&A Group on material control and accountability matters pertaining to the assigned MBA

 Maintain contact with NMC&A and Security groups in the event of an emergency situation in the MBA.

 Work directly with Deactivation, Waste operations, and Facility Operations personnel to ensure understanding of daily authorized work and complete nuclear material transfers as required in support of that work.

 Exercise the authority to refuse the shipment of, receipt of, or possession of NM when such would violate established policies and procedures.

 Maintain knowledge of the quantity, type, and location of NM in the MBA.

 Gather data and process knowledge needed to complete accountability forms.

 Perform radiological calculations when necessary to determine if waste/material/equipment contain reportable quantities of Nuclear Material.

 Oversee the activities of NM handlers and operators in the MBA.

 Complete and sign accountability forms and other documentation required by NMC&A and/or delegate this authority to a trained Alternate MBA custodian.

 Ensure limitations are not violated for material quantity/type/assay placed on the MBA when receiving NM into the MBA.

 Participate in Regulatory, DOE Security, and NMC&A Audits as necessary.

 Actively participates in Safety Work Groups.

 Actively participate in Pre-Job meetings and walk downs along with work control reviews.

 Access and monitor components or data in the CCID database

Working Conditions

Due to the variety of work that is performed by Waste Engineer there may be the potential for work within an environmental restoration atmosphere (outdated and/or abandoned facilities). The following conditions and requirements may apply:

Ability to wear respirator and other protective equipment to enter various types of potentially hazardous areas (such as but not limited to chemical, dust fumes, mists, heat stress factors, etc.).

Ability to perform such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.

Potential for prolonged driving of or riding in a motor vehicle, and/or working around moving equipment/machinery or motorized vehicles (such as but not limited to car, truck, golf cart, gator, heavy equipment).

Ability to work in confined areas, tanks, heat stress conditions, high noise and areas with radiation and chemical hazards.

Environmental conditions may include weather or temperature extremes, inclement weather (such as but not limited to wind, rain, excessive heat, excessive cold, snow/ice, etc.)

In some cases radiological training may be required.

May be required to operate company vehicle during the course of work. All safety and DOT regulations and procedures must be adhered to at all times.

Requirements

  • BS degree in a related field and 2 years of related experience, or an equivalent combination of education and experience is required. Typical experience is 4+ years
  • DOE “L” or “Q” clearance or ability to obtain a DOE “L” or “Q” clearance
  • Strong interpersonal and communication skills as well as strong coordinating skills
  • Knowledge of, and experience with, nuclear facility operations
  • Knowledge of, and experience with, DOE nuclear facility safety including technical safety requirements, processes and reporting requirements
  • Strong Attention to detail
  • Strong PC skills including Microsoft software
