CLOVERLAND ELECTRIC COOPERATIVE
DIRECTOR OF OPERATIONS
STATUS: SALARY, EXEMPT
JOB CODE: 55-1111


1. POSITION FUNCTION/OBJECTIVE
The Director of Operations is responsible for overseeing the overall operations of the company's electrical distribution system through developing, updating, and implementation of operational policies and procedures, ensuring compliance with construction and maintenance projects, managing budgets, overseeing labor relations, and ensuring efficient personnel management within the Operations department. ​

2. PRINCIPAL DUTIES AND RESPONSIBILITIES

a. Manage and provide oversight to all Divisions, ensuring appropriate staffing levels are maintained to ensure safe and reliable delivery of electricity to members of the Cooperative, including supervising Division Managers and Mechanics.

b. Develop and update the policies and procedures that govern the operations of Cloverland Electric Cooperative, ensuring all staff adhere to and are in compliance with operational and safety policies. ​

c. Ensure compliance for all distribution construction, maintenance, and inspection, including oversight, and approval of ATC switching activities.

d. Demonstrate leadership in coordinating, developing, and implementing the Emergency Response Plan, being available during storm events to oversee restoration efforts for System Control and Division Managers.

e. Maintain comprehensive knowledge of the Cooperative's policies, labor agreements, and work rules, ensuring their proper administration. ​

f. Secure and monitor all mutual aid contracts, providing oversight and direction for mutual aid deployment. ​

g. Manage the Cooperative's fleet, overseeing the maintenance, repair, and utilization of vehicles and collaborating with other departments on fleet management.

h. Provide direct supervision to Auto Mechanics, Administrative Assistant, and Division Managers, conducting annual goal development and performance management for each direct report.

i. Conduct labor relations meetings as needed and follow-up on Union contract concerns and grievances.

j. Manage the recruitment, selection, discipline, and termination of personnel within the Operations department.

k. Schedule and approve timesheets and leave requests for direct reports. ​

l. Collaborate with the Director of Finance and the accounting department to develop annual departmental budgets, monitoring and managing the budgets for all Divisions, including transportation. ​

m. Review and approve invoices for operations, including budget items, building items, and transportation items. ​Also responsible for the review and follow-up of incident reports within the Operations Department.

n. Serve as the building and grounds manager for the Dafter Division, ensuring the maintenance and upkeep of the facilities.

o. Prepare monthly Board reports, attend monthly Board meetings as requested, and deliver presentations to the Board of Directors and other stakeholders as necessary. ​

p. Attend training, seminars, and conferences to maintain knowledge and updates within the electric industry, ensuring all personnel within Operations receive proper training and remain up to date on licensure and certification. ​ Provide the safety department with recommendations for industry relevant training.

q. May participate on statewide and local committees as necessary, actively engaging in safety committee meetings internally.

r. Perform any other duties as assigned.


3. POSITION SPECIFICATIONS

This position is exempt under the provisions of the Fair Labor Standards Act and is therefore not subject to the Cooperative's policies and procedures pertaining to overtime hours and premium pay. See Cloverland's Employee Handbook for policies on exempt/salaried employees.

4. EDUCATION AND EXPERIENCE

a. High School Diploma.

b. An accredited bachelor's degree or an associate's degree along with other educational pursuits relevant to the scope of the position.

c. At least five years of managerial experience in electrical distribution operations. Will consider demonstrated leadership skills with history of increasing level of responsibility.


5. KNOWLEDGE, SKILLS, AND ABILITIES

a. Proficient understanding of RUS distribution standards, National Electrical Safety Code, OSHA regulations and other applicable codes and regulations.


b. Proficient knowledge of union contracts and basic labor relations. Must be proficient in public presentations and professional communications.


c. Excellent oral and written communication skills.


d. Demonstrated use and knowledge of Cooperative software programs. Demonstrated skills utilizing: Excel, Word, Outlook


e. Excellent organizational and time management skills.


f. Personal Characteristics: Must have a high level of accuracy, integrity, confidentiality and a strong commitment to the Cooperative. Must be able to work independently and able to supervise, manage, and direct a large workforce. Must demonstrate attention to detail, positive attitude, teamwork, and diplomacy.


6. ENVIRONMENTAL AND WORKING CONDITIONS

Work is performed in a climate-controlled office environment typically at a desk with minimal physical exertion. At times may be required to provide face to face or onsite assessments for construction or maintenance projects in the field. Position requires repetitive motions with hands and fingers for keyboarding. Must be able to work under deadlines. Travel is required, mostly within the cooperative's service area. Occasional travel to trainings, seminars and/or conferences outside the service area may be required. Must be willing to work outside of regular business hours, as needed. Must possess a valid driver's license.
