Streets Operator I

GENERAL PURPOSE

Performs a variety of entry level skilled duties related to the construction, installation, maintenance and repair of city property, facilities and streets.

SUPERVISION RECEIVED

Works under the general supervision of the Street Supervisor.

Operate a 10 wheel dump truck that includes pre-trips and daily logs; haul materials such as asphalt, road base, top soil, and large equipment to and from job sites; operate 10 wheel dump, salter and plow for snow removal activity.

Perform semi-skilled and skilled manual work in the maintenance, repair, and construction of City streets; grade, scrape, and level surfaces in preparation for road paving; assist in the repair of curbs, gutters, and manholes and the paving of streets and alleys using pneumatic tools, asphalt rakes, and other hand tools.

Remove and replace road surface material and debris; load, transport, and unload stones, gravel, dirt, supplies, and equipment as required; break up and remove concrete or asphalt, build and set forms, place concrete for curbs, gutters, drains, sidewalks and handicap ramps.

Fill, patch, and resurface holes, cracks, and service laterals; build retaining walls; install and repair chain link and wood fences; place traffic control and warning signs; serve as a flagger.

Operate tools, equipment, and vehicles; operate light and heavy equipment including front end loader, backhoe, track hoe, paving machine, roller, plate compactor, jumping jack compactor, welding equipment, plasma cutter, tandem axle dump truck, skid steer, concrete saw, sweeper, mowers, and fork lift.

Perform preventative maintenance procedures and minor maintenance and adjustments on equipment used.

MINIMUM QUALIFICATIONS

  1. Education and Experience:
  2. Graduation from high school;

AND

  1. Two (2) years of general work experience performing above or related duties;

OR

  1. An equivalent combination of education and experience.
  2. Knowledge, Skills, and Abilities:

Some knowledge of operating basic manual and power tools; the standard practices, methods, materials and tools; occupational hazards and safety precautions of street construction and maintenance work; hazards common to heavy equipment operation; interpersonal communication skills.

Some Skill in operation of medium and heavy equipment, including, front end loader, backhoe, track hoe, paving machine, roller, plate compactor, jumping jack compactor, welding equipment, plasma cutter, tandem axle dump truck, skid steer, concrete saw, sweeper, mowers, and fork lift.

Ability to operate heavy equipment of various kinds under varying conditions; make minor repairs on assigned vehicles, perform heavy physical labor; develop and maintain effective working relationships with co-workers, elected officials, local agencies and the general public; communicate effectively, both verbally and in writing; work from blueprints; tolerate weather extremes in the work environment; perform basic mathematical computations in reading and using various meters, gauges and related devices.

  1. Special Qualifications:

Must possess or be able to acquire a valid Commercial Driver's License (CDL).

Must be able to pass ICC physical and maintain medical certificate.

Must be or become flagger certified or be able to attain certification when required.

Must submit to and pass randomly administered drug tests.

  1. Work Environment:

Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, push and pull, bend and stoop, twist and kneel, and able to climb into and on to heavy equipment and vehicles; may be required to lift up to 50 pounds or more on occasion. Aspects of the work require talking, hearing and seeing. . Common eye, hand, finger, leg and foot dexterity are required. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking. Daily local travel required in normal course of job performance. Ongoing exposure to changing weather conditions.

Installation of traffic signs in accordance with the MUTCD standards.

Operate tools, equipment, and vehicles; operate light and heavy equipment including front end loader, backhoe, track hoe, paving machine, roller, plate compactor, jumping jack compactor, welding equipment, plasma cutter, tandem axle dump truck, skid steer, concrete saw, sweeper, mowers, and fork lift.

Perform preventative maintenance procedures and minor maintenance and adjustments on equipment used.

Performs light maintenance on service vehicles and equipment to ensure safe and effective operations; checks oil, fluid levels, tire pressure, etc; schedules service equipment for comprehensive preventive maintenance.

Required to be on-call for emergencies, snow removal, flooding, potholes, etc.

MINIMUM QUALIFICATIONS


  1. Education and Experience:

  1. Graduation from high school; plus, one (1) year of specialized training provided through vocational college or industry sponsored workshops, conferences, etc.

AND

  1. Three (3) years of general work experience performing above or related duties;
