Job Title: Purchasing Manager

Department: Finance

Reports to: Finance Manager

FLSA Status: Exempt

Rate of Pay: $60,320.00

Summary

Perform all accounting duties for the tribe by maintaining and reconciling the general ledger as required by the Finance Manager and the Santa Rosa Rancheria Tachi-Yokut Tribe.

Essential Duties and Responsibilities

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies.
  • Locate vendors of materials, equipment, and supplies, and interview them to determine product availability and terms of sales.
  • Prepare and process requisitions and purchase orders for supplies and equipment.
  • Develop, and implement purchasing and contract management instructions, policies, and procedures.
  • Maintain records of goods ordered and received.
  • Participate in the development of specification for equipment, products, or substitute materials.
  • Analyze market and delivery systems to assess present and future material availability.
  • Resolve vendor or contractor grievances, and claims against suppliers.
  • Track and report key functional metrics to reduce expenses and improve effectiveness
  • Craft negotiation strategies and close deals with optimal terms
  • Partner with stakeholders to ensure clear requirements documentation
  • Forecast price and market trends to identify changes of balance in buyer-supplier power
  • Perform cost and scenario analysis, and benchmarking
  • Assess, manage and mitigate risks
  • Seek and partner with reliable vendors and suppliers
  • Determine quantity and timing of deliveries
  • Monitor and forecast upcoming levels of demand
  • Interacts with vendors, and Santa Rosa Rancheria employees to ensure that purchase transactions are performed in accordance with established policies;
  • Recommends appropriate policy revisions on an as needed basis;
  • Ensures that appropriate supporting documentation is attached to all payment requests;
  • Archives purchasing documents for tribal activities, contracts and vouchers as required and prepares reports to substantiate individual transactions;
  • Assist with special projects as necessary;
  • Comply with all safety, health and environmental policies, procedures and regulations are followed within the department;
  • Ensure compliance with all Human Resource policies and procedures, promote an environment that treats all people with respect and prohibits discrimination and harassment of any kind;
  • Works with auditors, and submits work product to auditors on an as needed basis;
  • Performs other duties as assigned by management.

Supervisory Responsibilities

This position has supervisory responsibilities over approximately five accounting and clerical staff positions.

Education and/or Experience

Bachelor of Science Degree in Business Administration, major in Accounting or Finance; plus a minimum of 2 years of accounting experience


Certificates, Licenses, Registrations

Valid California Driver's License

Must be insurable by company’s insurance carrier and maintain throughout employment

Certificated 10-key


Computer Skills

To perform this job successfully, an individual should have knowledge of accounting software; Contact Management systems; Database software; Internet software; Order processing systems and Payroll systems; Microsoft Windows 7, Microsoft Windows 10 and Microsoft Office Suite (Access, Excel, Word, PowerPoint and Outlook).
