Overview

LMI is seeking a FDA, Portfolio Manager, overseeing LMI's FDA and NIH portfolio of contracts, to join our Health & Civilian, Public Health team. In this role, you will have two focus areas:

    Ensure Delivery Excellence - This involves leading and developing our team of project managers and ensuring customer happiness across numerous customer projects.
  1. Drive Growth - Lead activities to expand our work into new customer and mission spaces. This includes traditional BD/capture as well as significant on-contract growth within the current project portfolio.

Successful LMI Managers demonstrate competency in project execution, leadership, talent management and career planning for contract program managers, critical thinking, relationship management, and business growth while upholding the highest standard of ethical behavior. For this role, experience managing staff working across offices within a government agency is a plus.

Responsibilities

Delivery and Execution

  • Identify and create efficiencies in current portfolio structure to streamline efforts and ensure success of current contracts, while growing adjacently within the portfolio, delivering on revenue and profitability targets
  • Manage complex projects ensuring that goals, requirements, and outcomes are defined and that appropriate resources are allocated accordingly
  • Lead a set of program managers, and manage overall staffing requirements, including recruiting, hiring, onboarding, execution, and retention across the portfolio
  • Monitor team performance to ensure that projects are implemented, supported, and closed accurately and in accordance with key milestones, as well as to ensure established project standards are upheld and clearly defined throughout the entire process of each project's development and execution
  • Leverage leadership skills to assist teams to raise their performance, removing blockers to staff member and team success
  • Foster positive working relationships with team, client personnel, and leadership counterparts
  • Support individual program managers and task leads; prioritize tasks, set deadlines, assign resources to each project, and ensure excellent execution of projects
  • Coordinate with the task/program leads to prepare monthly cost reports and ensure such deliverables are submitted in a timely fashion and are of high quality/accuracy; when appropriate, propose a plan to correct any cost variances or projected rate adjustments
  • Prepare briefing charts, schedule meetings, keep records and record minutes, and prepare after-action reports in support of project performance reviews
  • Anticipate and resolve procurement challenges and problems, such as small business set aside goals, certification requirements, and acquisition strategies
  • Mentor, coach, and when necessary, provide employee with corrective action plans to improve performance

Growth

  • Be customer relationship focused and develop and maintain high quality relationships with internal and external customers and partners
  • Fearlessly reach out to contacts in the FDA centers and NIH operating divisions that should know how LMI can serve their mission
  • Support business development and bid and proposal efforts for opportunities, bringing together capabilities across LMI to define a solution that meets and exceeds client expectations
  • Work with LMI and LMI business partners to pursue new business opportunities
  • Lead and coordinate actions required to move an opportunity approved at a pursuit review through delivery of the compliant winning proposal to the client within the portfolio
  • Brief gate reviews, track and manage pursuit budgets by acquiring appropriate internal and external resources
  • Develop compelling offers with competitive pricing structures to create a profitable return
  • Deliver compliant, winning proposals that meet or exceed corporate financial objectives
Qualifications

Required

  • Bachelor's Degree or higher in relevant business, technical, or professional, or equivalent experience
  • 8+ years of experience in supporting senior federal government leadership
  • Demonstrated experience to successful lead portfolios more than $15M+
  • Demonstrated ability to successfully lead and win capture opportunities
  • Experience managing and writing proposals
  • Excellent organizational skills and ability to meet deadlines
  • Excellent presentation and verbal communication skills
  • Ability to think strategically, develop creative solutions, collaboratively lead cross-functional teams and develop winning proposals

Desired

  • Experience selling and delivering a wide range of solutions to the federal government within domains such as business transformation/digital transformation, human capital, and technology-enabled solutions
  • Master's degree or higher.
  • Prior experience running projects of similar size and scope (3-5 years of experience preferred)
  • PMP Certification or other equivalent certifications
  • Experience directly supporting political appointees, General/Flag Officers, and/or members of the Senior Executive Service
  • Experience coordinating and providing training to staff (administrative skills training experience a plus)
  • While not all positions require a clearance, due to the nature of LMI's work as a government contractor a minimum of an active Secret level security clearance or higher is preferred and required for some roles
