POSITION: Director of Planning and Development

 

SUPERVISOR: Tribal Administrator

 

Position Summary: The Director of Planning and Development will assist, oversee and be responsible for a variety of responsibilities, with majority scope of work focusing on procuring funding for developing new and existing service programs for the Big Sandy Rancheria Tribe. The Director of Planning and Development will collaborate closely with the Tribal Administrator and Tribal Council to establish funding opportunities that meet the need of the Tribe while enhancing their ability to bring growth and sustainability to their governmental programs that serve their community. The Director of Planning and Development will support the BSR Tribal Administrator in providing accurate and timely data for reports to both the BSR Tribal Council and the funding agencies that support the BSR programs. The Director of Planning and Development will also have the responsibility to expand upon the local workforce and vocational employment training opportunities for the Native Americans in the geographical area that exists, such as the Forest Service, P. G. & E., SCE, CAL Trans, and local employers. The Director of Planning and Development will have direct oversight of the BSR Environmental Department, supporting the E=PA Manager and coordinating efforts that require EPA support in the scope of work.

JOB RESPONSIBILITIES: The Director of Planning and Development job responsibilities include but are not limited to:

 

  • Prepare and/or assist in grant applications. budgets, programmatic reports, and financial report activities required by each funding source in coordination with the BSR Tribal Administrator and/or others.
  • Provide assistance in the assurance that all grant funded departments adhere to compliance and requirements set forth by the funding agencies and/or BSR Tribal Council.
  • Provide oversight in the managing of environmental grant(s) and programs of BSR Environmental Department.
  • Plan, coordinate and research opportunities that exist for Native Americans in fields of potential employment such as the Forest Service, P. G. & E., SCE, CAL Trans, and local employers.
  • Develop innovative programs via grants that create job opportunities for the local Tribal community.
  • Provide timely and thorough monthly reports to the BSR Tribal Administrator on progress of the scope of work performed.
  • Provide direction and leadership in activities pertaining to the programs already existing with Big Sandy Rancheria, establishing methods to sustain and grow each.
  • Work with both the BSR Tribal Council and Tribal Administrator in working with, expanding upon partners, and corresponding contracts, currently providing educational and training opportunities and Fee-for-Service agreements.
  • Bring new opportunities that currently do not exist to the BSR Tribe and their partners.
  • All other duties as assigned.

 

JOB POSITION REQUIRES:


  • An acute understanding of State and Local Conservation Corps development and funding methodologies.
  • The knowledge and ability to collaborate with partners related to forest management, environmental innovation, conservation, and fee-for-service contracting.
  • An understanding in all aspects of how non-profits are structured, operate, and maintain compliance.
  • A bachelor’s degree (masters preferred) in related field and experience in executive management pertaining to scope of work established and to establish.
  • Knowledge and experience of working with the BIA and all the funding related opportunities that exist with the Department of the Interior.
  • An advanced and proven knowledge in grant writing, procurement of the grants written, and management of grants awarded.
  • An advanced knowledge and history of creating and developing services for underserved communities.
  • Must have extensive writing and communication skills, with experience in public speaking and presentations, reporting to Board of Directors and Councils, and all phases in reporting to government agencies.
  • Knowledge, experience, or special interest in American Indian Culture.
  • At least 7 years’ experience in grant research, development, writing, submission, and management.
  • At least 5 years’ experience in upper management, with oversight of at least 25 employees.
  • Having sensitivity to the Native American culture, tradition and the BSR community’s needs.
  • Having expertise in understanding and working knowledge of all Microsoft Office applications.
  • At least 5 years’ experience in budget development and management .
  • The ability to work independently and support a team environment.
  • Having compassion and understanding in and with communities that are severally underserved.
  • Valid California Driver’s License and be insurable to drive.
  • Agreement to submit to a pre-employment drug screen and background check prior to employment.

 

PHYSICAL REQUIREMENTS:

While performing the duties of this job, the employee regularly is required to sit; use hands and fingers to handle or feel; and talk or hear. The employee occasionally is required to stand; walk; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds.
