Education:

· Practical knowledge of shipboard systems and equipment, with a minimum of 2 years’ experience in the marine field (preferably with the Coast Guard)

· Bachelors Preferred

 

Experience:

· Minimum 2 years’ experience in technical writing as related to marine vessel maintenance and alterations.

· Experience with cutter Maintenance Procedure Cards is highly desired. Including; Planning, estimating, activity coordination with other organizations, research, technical review, specification writing, and logistics coordination.

· Coast Guard specific experience using SFLC Central, IDE Sharepoint, CGLIMS, NESSS, CGParts and FLS is highly desirable, but not mandatory.

· Knowledge of commercial and military standards.

 

Job Description:

This individual is responsible for a wide range of engineering and project management

aspects affecting the maintenance and logistical support of Medium Endurance Cutter Product Line (MECPL) supported assets and associated hull, structural, heating, ventilation and air conditioning systems, piping systems, hydraulics, electrical distribution and control systems, propulsion systems, weight handling equipment and other shipboard mechanical and electrical systems.

The PM shall provide on-the-job training, maintenance and repair oversight, and

quality assurance, as identified below:

· Participate on Coast Guard meetings and provide written summation of meeting/conference.

· Knowledge in HM&E and ELEX systems and equipment installed abroad MEC platforms.

· Identify issues or problems that perceive as impacting the ability to satisfy requirements.

· Acquisition and strategic planning including; Selecting Configuration Items (CI) at appropriate levels of the items and their documentation. Updates CI in IT systems to facilitate control and support of the items and their documentation. Make changes and corrections to CI property values for Configuration Item Functional Descriptions (CIFD)

· Maintain and update Configuration Management (CM) database which includes information from approved engineering changes and from field data calls.

· Engineering design and development, Determining the types of configuration documentation required for each CI to define its performance, functional and physical attributes, including internal and external interfaces.

· Supply Support requirements; Establish configuration baselines for the configuration control of CI’s. Promulgate and release configuration documentation.

· Organizational and depot level maintenance; work with Technical Authority (TA) to establish, initiate, and update Configuration Management (CM) policy and process changes.

· Support for the procurement of repairs and equipment; review Coast Guard and Navy Allowance Parts Lists (APL) to ensure APL accurately reflects current support philosophy.

· Data entry into various computer data bases; National Stock Number (NSN) and Allowance Part List (APL) development. Collect and review technical and support data for accuracy, currency completeness. Create and maintain NSN’s and APL’s throughout the complete component and system life cycle. Compile technical data need to repair, support, or replace an item or system through its life cycle. Determine the source, maintenance, and recoverability codes for NSN’s. Submit Item Entry Proposal (IEP), Repair Code (RC) Determination Forms, On Board Repair Parts (OBRP) and shelf stock lists to support engineering changes. Complete assignments to Dual Stock, Dual Manage or Pick-up Management of Other Government Agency (OGA) NSN’s.

· Attend meetings and briefing leadership on status of projects as assigned; Gather Engineering and Logistics information regarding obsolete parts. Prepare replacement part engineering and logistics packages for submittal to approving authorities. Ensure all logistics documents affected by replacement parts are updated.

· Conduct market research and technical research as assigned; Create Equipment Integrated Logistics Support Plan (EILSP) and Equipment Support Sheet (ESS) for Medium Endurance Cutters. Documents requires technical and logistical support information for Coast Guard equipment.

· Monitor and Evaluate effectiveness of supply support operations/programs through participation in engineering change meetings, analysis of published engineering changes and Time Compliance Technical Orders (TCTO). Identify and initiate process changes when standards and objectives are not met.
