We are looking for dedicated and compassionate nurses to fill three (3) full-time Registered Nurse vacancies in the Public Health Department. We have two (2) openings at the Santa Barbara Health Care Center for regular employment and one (1) Extra Help* opening at the Santa Maria Health Care Center. The County classification title is Staff Nurse.

We are also accepting applications to establish one employment list for future Full-Time, Part-Time, Extra Help*, and 1414** vacancies for Staff Nurse in Santa Barbara, Santa Maria, Carpinteria, and Lompoc.

*Civil Service Rule 905. Extra Help Appointment. An extra help appointment is defined as an appointment made to a non-regular, non-permanent position established on a temporary basis to meet peak loads, unusual work situations, seasonal and recurrent work, intermittent assignments, or emergencies. These positions are exempt from the Provisions of the Civil Service Rules.

**Civil Service Rule 1414. Appointment to Fill Vacancy During Leave of Absence. 1414 vacancies may occur as a result of a leave of absence, and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

POSITION:
Under direction, provides professional nursing services and is responsible for the operational activities of primary care and/or specialty care clinics or services; performs related duties as required.

The Santa Barbara County Public Health Care Centers provide primary care health services in addition to specialty services. Examples of Duties
  • Assesses physical and psychosocial needs of patients and makes appropriate nursing interventions; assists physicians and health care practitioners with examinations, treatments, and other procedures.
  • Participates in whole person, patient centered team-based care.
  • Provides care management to patients with high-risk/chronic conditions to support treatment plan;
  • Maintains knowledge of and is able to perform referral and case management tasks and duties.
  • Coordinates and facilitates delivery of care to patient and family in primary care, pediatrics, women's health and/or other specialty areas.
  • Facilitates timely communication with patients and colleagues.
  • Implements and ensures adherence to workflows that support quality improvement efforts;
  • Guides care teams to promote the completion of team duties and activities, including pre-visit planning, identifying gaps in care, and health maintenance needs.
  • Provides training and clinical guidance to clinical support staff.
  • Ability to take a leadership role by delegating duties and providing direction and support to Licensed Vocational Nurses, Medical Assistants, and other Unlicensed Assistive Personnel.
  • Provides triage of patients with proper disposition and appropriate level of care using agency triage protocols.
  • Follows approved agency standardized procedures for medication refills, medication/immunization administration, and registered nurse led clinics (e.g., hypertension clinic).
  • Educates and counsels patients and their families on procedures, medical care, and sensitive health issues, including the need for follow up; provides informational literature and makes referrals to mental health, social services, and other agencies as needed.
  • Maintains knowledge and understanding of specimen collection and point of care testing; interprets results of pregnancy, tuberculin skin tests, hearing, glucose, and other tests; administers medications and immunizations; performs special treatment such as wound care and catheterization.
  • Prepares and updates various pertinent records reflecting patient's condition, medication and treatment, and other records required by state and federal governments.
  • Assists in the orientation and training of professional and nonprofessional personnel in specific clinic operations, and, as necessary, technical procedures.
  • Maintains inventory of medical supplies, medications, and vaccines; ensures that examination and/or consultation rooms are properly equipped and supplied.
  • Deploys in response to public health disasters, e.g., collecting specimens in response to a pandemic, including communicable disease specimens.
Employment Standards
  • Possession of a valid Registered Nurse license issued by the California State Board of Registered Nursing.

Additional Qualifications: Must have a current, valid Basic Life Support (BLS/CPR) certification by first day of employment.

Knowledge of: the principles, practices, and skilled techniques of nursing; symptomology and disease processes; general nutrition; medical equipment operation; use and effects of medications and immunizations; laws governing nursing; health education techniques and practices; interviewing and counseling techniques; community health and social services; clinic operation and procedures.

Ability to: evaluate and assess the need for nursing and/or medical services; exercise independent judgment; work with individuals and families in a clinical setting to resolve health problems; perform skilled nursing tasks to include medication administration; complete required continuing education programs; work proficiently in emergency and/or stressful situations; anticipate patient's needs; demonstrate tact, diplomacy, patience, and compassion; establish and maintain cooperative working relationships; comply with nursing policies, protocols, and program regulations; demonstrate effective oral and written communication skills; navigate electronic health record and other clinical application systems; prepare and maintain accurate medical records with appropriate documentation; recognize and respect limits of confidential information; learn and make referrals to local and regional providers of social, medical, and/or other specialized services; communicate effectively with people of diverse socio-economic and ethnic origins. APPLICATION & SELECTION PROCESS:

  • Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
  • Supplemental Questionnaire Ranking. Responses to the required supplemental questionnaire will be evaluated and autoscored. Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 13 qualified candidates.

Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

Veteran's Preference Credit: is applicable for this recruitment (5 points for veterans, 10 points for disabled veterans). To be eligible for this credit, you must be applying for this position within five years from your most recent date of: (1) honorable discharge from active military service; or, (2) discharge from a military or veterans' hospital where treatment and confinement were for a disability incurred during active military service; or, (3) completion of education or training funded by a Federal Educational Assistance Act. No time limit exists for veterans with 30% or more disability. To receive veteran's preference points, you must: (1) check the Veteran's Preference Points box on the employment application form, (2) submit a copy of your Form DD214 to the Human Resources Department on or before the closing date, and (3) pass all phases of the examination process. The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.

Conditional Job Offer: Once a conditional offer of employment has been made, the selected candidate will be required to successfully complete a background check, which includes a conviction history check and satisfactory reference checks. Appointee will also be subject to a post-offer medical examination. Appointee must satisfactorily complete a (12) twelve-month probationary period.
