Job Title: Development Services Support Technician
Department: Community Development
Classification: Non-Exempt

Hiring Range: $29.08/hour - $32.72/hour
Salary Range: $29.08/hour - $43.62/hour

Position Summary: This position serves as a technical resource in support of the Development Services Manager and development review departments to ensure the proper and efficient operation of City-wide Development Services, consistent with the organization's values and mission statement.
Supervision Received: Works under the direct supervision of the Development Services Supervisor.

Essential Job Functions:
Permit Process Support
* Supports development review staff across review agencies in the coordination of permit intake, customer support, permit review, and issuance.
* Reviews building permit applications for completeness and to ensure that the applicant has submitted for the proper permit type according to review agencies' submittal requirements. Supports applicants and staff through effective communication to support permit processing.
* Works with Development Services department staff to schedule pre-submittal meetings with customers and consolidate staff comments for distribution.
* Manages permit review status with permit reviewer staff in Development Services departments.
* Monitors permit processing to ensure timely progression of permits through the review process. Communicates with Development Services department staff and directors to identify issues, develop policies, and implement solutions to ensure the efficient operation of development services.
* Utilizes permitting and records management software systems, including Salesforce, Bluebeam, and Laserfiche.
* Works with the Chief Building Official, City Engineer, City Forester, Utilities Director and other Development Services staff to create the Certificate of Occupancy/Letter of Completion.
Technical Resource/Customer Service
* Provides exemplary front-line customer service through dissemination of information and answers to questions from members of the public, business community, and development industry professionals.
* Provides front-line customer service to permit applicants throughout the permitting process.
* Assists customers with their understanding and use of the City's online permits management system.
* Serves as a power user for the City of Aspen's Salesforce permits management system.
* Supports the Development Services Manager in permit process improvement responsibilities.
* Performs situational assessment and provides technical advice/assistance to customers or directs them to appropriate Department staff or other City offices or departments.
* Assists customers, provides training to customers experiencing difficulties with departmental processes or systems. In some cases, this involves creating permits/contractor license applications in Salesforce's back office.
* Assists Development Services Manager and department officials and staff with special projects by performing research, data gathering, analysis, and project administration.
Administrative Support
* Inputs data and maintains the permits management system for building-related permits. Assists with migrating files of closed permits into Laserfiche. Runs various system-generated reports, as needed.
* Organizes permit files in Bluebeam and creates user permissions.
* Assists Development Services customers and provides the information or service to satisfy the customer need(s) or directs them to the appropriate staff.
* Interacts with other offices/departments and outside individuals and/or organizations to obtain and provide complex information.

Minimum Requirements:
Education:
* High School diploma or GED equivalent. A bachelor's degree in a related field is preferred.
Experience:
* One year of professional level working experience.
Technical Knowledge:
* Must be proficient in Microsoft Office and have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Technical knowledge must include the demonstrated ability to learn other software applications in use in the department (Salesforce and Bluebeam).
* Experience with the elements of or processes related to building permits is preferred.
Licenses & Certifications:
* Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.
* Must obtain International Code Council Permit Technician certification within six months of hire date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
Position Type and Work Hours: Regular full time, 40-hour work week, Monday through Friday, hours may vary with workload.
Evenings/Weekends: Occasionally may be required.
