ASSISTANT COMMISSIONER OF OPERATIONS DEPARTMENT OF PUBLIC WORKS & PARKSCITY OF WORCESTER

The City of Worcester seeks qualified applicants for an Assistant Commissioner of Operations to oversee the divisions within the Department of Public Works & Parks (DPW&P). Under the direction of the Commissioner, the position will be responsible for the operations related to but not limited to snow and ice operations, and the maintenance of streets, sanitation, and the central garage. The Assistant Commissioner of Operations will maximize the efficiency of the divisions responsible for department planning, budget administration, and the administration of department policies, programs, and procedures.

ESSENTIAL ELEMENTS:

  • Responsible for the effective direction and administration of operational programs and functions of DPW&P including but not limited to snow and ice operations, and the maintenance of streets, sanitation, and the central garage.
  • Assist department with short- and long-term planning, program organization and coordination.
  • Conduct in-depth studies of divisional operations, evaluate procedure effectiveness, and make recommendations for improvement
  • Responsible for department and division budget preparation and monitoring
  • Develop plans for achieving short and long-range objectives; determine organizational structure, operating guidelines, and work operations; formulate, prepare, and defend budget and manpower requests and account for effective use of funds and staff provided
  • Responsible for department personnel management; represent department in collective bargaining and process and handle labor grievances
  • Ensure the divisions of the department are in compliance with standards, policies and statutory provisions
  • Assist with supervisory matters related to workload, cost analysis, records and reports, budget requests and adequate staffing for priority assignments or projects
  • Develop and promulgate work standards, goals, and performance to provide the best possible utilization of personnel and maximum efficiency and productivity
  • Maintain communication with Division managers and supervisors to review employee performance, worker's compensation cases, overtime expenditures, and absenteeism
  • Attend and participate in staff, department or other meetings, conferences, committees, or task forces.
  • Direct and instruct staff, directly or through staff supervision, regarding schedules, methods and procedures, standards of performance, department or government rules, regulations, policies, activities, or other matters affecting their work
  • Maintain discipline and harmonious employee relations
  • Other duties as assigned, which may include operational oversight of other DPW&P Divisions, special projects, special crews, consultants, or contractors
  • Answer citizen complaints and inquiries
  • Prepare a variety of records, reports, documents, analyses for the Commissioner of DPW&P
  • Perform other duties as necessary to accomplish job objectives
  • Accountable for the quality and quantity of work done directly by at least two (2) direct reports and indirectly by one hundred (100) full-time employees; oversee seasonal and contract employees making the combined work force supervision up to three hundred and fifty (350) direct and indirect employees
  • Plan, schedule, and coordinate work operations to meet schedules, deadlines and priorities; revise work schedules to meet changes in workload or availability of manpower

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive knowledge of DPW&P division operations and services provided with an ability to conduct and oversee major public works programs
  • Extensive knowledge of street maintenance, sanitation, snow removal methods, equipment needs and building and road maintenance
  • Ability to plan, coordinate and direct large scale labor operations and to lay out and supervise the activities involved in the operations of a modern public works department
  • Experience with third party contract oversight
  • Ability to do technical research, compile records and reports, assist with the development of budget requests and make recommendations for the practical application of findings
  • Ability to establish and maintain effective working relationships with employees, city officials and the general public
  • Maintain contacts to keep abreast of developments in field or areas of interest or expertise
  • Knowledge of office software, including MS office suite and specialized software
  • A strong working knowledge of city geography, engineering aptitude skills
  • Proficient written and verbal communication skills

MINIMUM REQUIREMENTS:

  • Bachelor's degree in Civil Engineering or related field
  • Seven (7) years related work experience
  • Three (3) or more years of related management experience
  • Valid MA Driver's License

PREFERRED QUALIFICATIONS:

  • Master's degree in Civil Engineering or related field
  • Ten (10) years related work experience
  • Professional Engineering (PE) License. Registration in the State of Massachusetts is preferred.
  • Seven (7) years experience in municipal procurement and budgeting
  • Seven (7) years experience managing employees
  • Five (5) years experience of project management
  • Pervious operational work experience in a municipality

SALARY RANGE: $97,981 - $130,000 annually, full-time, exempt, with an excellent benefits package.
