JOB TITLE: SENIOR PUBLIC WORKS MAINTENANCE WORKER

FLSA Status: Non-Exempt

Pay: $24.95-$30.33

OPEN: MARCH 27th CLOSES: APRIL 26th at 5:00PM

DESCRIPTION OF BASIC FUNCTION:

Under general supervision of the Public Works Maintenance Manager, performs and provides general supervision of varied skilled and semi-skilled labor in the construction, installation, maintenance and repair of City streets, water and sewer systems, drainage facilities, sidewalks, curbs, gutters, street lights, traffic signals, municipal buildings, structures, parks, equipment and facilities; performs other related maintenance duties as assigned.

ESSENTIAL DUTIES: Essential job duties may include any of the following tasks, knowledge, skills and other characteristics.   • Must be able to perform the essential duties as identified for Maintenance Worker II.
  • Under general direction of the Public Works Maintenance Manager, prioritizes, assigns, supervises, reviews and participates in the work of assigned Maintenance Worker staff responsible for the maintenance and repair of assigned public facilities and assets.
  • Inspects and evaluates work in progress and upon completion to assure that repairs, maintenance and project activities are performed in accordance with City regulations, policies and operation procedures and practices; indentifies problem areas and directs remedial action.
  • Assists the Public Works Maintenance Manager in development of goals and objectives for the department.
  • Monitors work sites and ensures adherence to safe work practices and procedures; responds to and resolves complex work related or equipment operation problems.
  • Supports implementation of assigned Capital Projects.
  • Coordinates with the Public Works Manager in regarding to ongoing department improvement initiatives including evaluation of new work methods and tools, maintenance SOP’s and departmental metrics.
  • Routinely reviews priorities with the Public Works Maintenance Manager as needed to define priorities and allocation of sources.
  • Ensure assigned personnel adhere to safety orders policy and procedures and comply with federal and OSHA regulations in all aspects of work.
  • Support parts procurement process, including interfacing with vendors and obtaining of quotes in accordance with City procurement policies.
  • Support the Public Works Maintenance Manager in regard to ongoing budget monitoring and input into the annual mid-year’s budget review for assigned public facilities.
  • Assists other departments in emergency or non-routine situations.
  • May participate in on the on-call assignment rotation.
  • Performs other duties as required.

SUPERVISORY DUTIES: This classification works under the direct supervision of the Public Works Maintenance Manager. This classification has field supervisory responsibilities of assigned personnel.

JOB REQUIREMENTS AND QUALIFICATIONS:

  • Ability to read, speak and write in the English language.
  • An applied knowledge of the methods, materials, tools and equipments used in the construction, repair and maintenance of streets, sidewalks, storm drainage, water and sewer piping.
  • An applied knowledge of the methods, materials, tools and equipment used in park and landscape maintenance.
  • An applied knowledge of the methods, materials, tools and equipment used in the building construction trades.
  • Safe work practices and policies.
  • Plumbing, including water, waste water and drainage systems.
  • Public facilities construction techniques and methods.
  • The building trades related to facility maintenance and repair.
  • Traffic control rules and regulations.
  • In depth knowledge of California/Federal OSHA regulations as they apply to essential job duties.
  • Follow work safety procedures and practices
  • Read, understand, interpret and apply written instructions, manuals, labels, codes and safety regulations.
  • Understand and follow oral and written instructions.
  • Use appropriate tools and equipment for the job.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Safely and skillfully operate hand tools, power tools and mechanical equipment required to complete work assignments.
  • Drive light and medium duty trucks and operation construction equipment.
  • Use sand blasting and painting equipment.
  • Work after hours, weekends and on call as necessary.
  • Make accurate calculations and measurements as required for the job.
  • Operate modern communication devices, including cell phone, radio and personal computer.
  • Work efficiently both as a member of the crew and independently.
  • Accurately complete routine work activity records and time sheets.
  • Ability to meet the physical requirements of the job including heavy manual labor.

Minimum Qualifications:

(The following are minimal qualifications necessary for this job position. Any combination of education and experience which would provide the required knowledge, skills and abilities is qualifying.)

  • Possession of a high school diploma or equivalent
  • Ability to read, write and perform simple arithmetic at a level required for successful job performance.
  • Five (5) years (full-time equivalent) as a Maintenance Worker experienced in relation to the area of assignment.
  • Valid Class C Drivers License with a satisfactory driving record. Must maintain Drivers License in compliance with the City employee driving standards.
  • Possession of a Grade D-2 Water Distribution Operator certification issued by the California Department of Health Services.

PHYSICAL and MENTAL DEMANDS:

Essential job duties require the following physical, mental, environmental and communication demands.

EQUIPMENT USED:

Hand tools, such as: a hammer, screwdrivers, pliers, etc. Use of power tools, such as: saws, drills, sanders, etc. and other equipment as necessary to perform required tasks.

ENVIRONMENTAL CONDITIONS:

Work will be performed in a field environment in all types of weather conditions; travel between work sites is necessary; work is regularly performed near moving vehicles and machinery; may be exposed to dust, noise, vibrations, fumes and airborne particles and treated water and sewage. This classification may work in confined spaces.

MENTAL DEMANDS: Ability to apply good judgment and practical knowledge to resolve routine problems in the area of work assigned; detail orientation needed.

SPEECH: Sufficient clarity of speech or other communication capabilities, with or without reasonable accommodation, to communicate verbally in a clear and concise manner with the public, supervisors and with co-workers on the work site.

WRITING: Sufficient to keep routine records and timesheets.

READING: Sufficient to read and comprehend written instructions, directions and training materials.

VISION: Sufficient vision or other powers of observation, with out without reasonable accommodation, to read written instructions, directions and training materials, including a computer monitor and safety driving vehicles and operating equipment.

HEARING: Sufficient clarity of hearing or other communication capabilities, with out without reasonable accommodation, to maintain a two-way communications in person, on the telephone or by radio; ability to understand and carry out oral directions on the work site.

PHYSICAL REQUIREMENTS:

Ability to sit, to stand, to walk, stoop, bend, kneel, crouch, jump and climb. Have sufficient physical mobility to negotiate difficult construction terrain, heavy lifting and carrying, pushing and pulling, reaching, handling and digging. Have sufficient manual dexterity, with or without reasonable accommodations, to operate and drive equipment, grasp and use tools and to use a computer and writing materials.
